Develop a comprehensive costing estimate based on the input from various Owner, ranging from Tugs to Service Offshore vessel. Will require to work closely with internal and external customers to formulate the best solutions and price competitiveness and secure new projects for our Group's shipyard located in China, Batam and Singapore.

Another new challenges at Kim Heng Shipbuilding and Engineering Pte Ltd since June 2017, reporting to the Operating and Commercial Directors and the Group COO for the new construction projects and tenders. It provide another insight to Kim Heng Group capability and with the energetic and actively involve senior Management, it nice to work in such an diversify environment. • Work closely with Operation and Commercial Director to tender and win international bids for Yard new building projects• Review all preliminary legal documents with assistance from the Group legal departments• Negotiate with Owner/Sub-contractor in settlement and legal terms and conditions in the Contract. • Spearhead the discussion and define the requirement for those new building for 1st tier oil spill response vessel, escort boat, dual fuel vessel, solar power boat, and many others for customers after understanding their requirement with the engineering firm• Spearhead with the working relation with International firm in Singapore and tender for the Government project.• Develop new working relationship with international engineering firm for JV and/or investment project, e.g. Spain engineering firm, Australia, etc..

Been appointed to be• Overall in-charge of the marine business sector to expand the business for Singapore and Batam Yard• Review through all tenders and invoicing to the customers• Control all related costing for marine projects• Negotiate with Owner/Sub-contractor in invoice settlement and achieve and exceed the set contribution margins.• Work closely with partners in expanding the new business in Ship Repair for both Singapore and Batam’s Yards• Oversee the commercial team to secure more business and expand the customers base• Work closely with GM (Batam) on managing the business development in BatamBeen recruited by the new Owner whom took over the company from the previous Owner whom has depart with his team due to financial embezzlement. Primary task is to assist the new Group MD to restructure and provide sound business plan to existing and new investors for financial and operation restructuring of existing arrangements and project for new developments and plans for growth. Work with several business Owners and investors of existing group to tap on their resources and develop recovery plans and opportunities.

Purchasing Department (Dec 2001 to June 2003)• Stationed in Lorient, France for 1 year to negotiate on the major equipment (s) purchase for the new build Frigate project for the Republic of Singapore Navy.• Handle all Contractual negotiation with the appointed supplier(s).• Work closely with French partner on the payment on the major equipment purchase for Suppliers and Yard• Handle and purchase all material and subcontracting requirements for new shipbuilding and ship repair projects carry out by the Yard.

Resource and Planning Department (May 1999 to Nov 2001)• Handle all sub-contracting work to support the Yard on all new building projects.• Negotiate and settle invoice with Sub-contractor(s)• Source for relevant Sub-contractor(s) to assist the Yard on all new building projects.
