About David Toal

David F. Toal is the founder of The Toal Law Firm, P.C. where he concentrates his practice in municipal law, tax increment finance, zoning, planning and land use, real estate and transportation. Mr. Toal drafted and implemented the first Property Tax Diversion Program (prior to enactment of the Tax Increment Financing law), successfully created the first Transportation Partnership District in Western Pennsylvania and drafted the first Transportation District Overlay Zoning District in Pennsylvania. He is a member of the Allegheny County Bar Association (Municipal Law and Real Estate Sections) and Pennsylvania Bar Association as well as The Florida Bar (Environmental and Land Use Law, Real Property, Probate and Trust Law Sections). Mr. Toal obtained his B.S. degree from the Georgia Institute of Technology and J.D. from Duquesne University Law School.
