David is currently the Executive Director of the Sarasota Bay Estuary Program (SBEP). The SBEP operates as a consortium of local stakeholders with the shared goal of protecting and/or restoring the ecological health of Sarasota Bay for current and future generations. Its management structure includes Technical and Citizens Advisory Committees, a Management Committee, and final oversight by a Policy Board. The Policy Board is comprised of elected officials from the City of Bradenton, the City of Sarasota, the Town of Longboat Key, Manatee County, Sarasota County, and representatives of the Florida Department of Environmental Protection, the Southwest Florida Water Management District, and the US Environmental Protection Agency.

Developed an empirical model to aid the City of Ventura in meeting nitrate reduction targets for protecting the Santa Clara River Estuary. In a project for the Mobile Bay National Estuary Program, recently completed a bacteria loading model for Fowl River Bay, in coastal Alabama. In a project for the Southwest Florida Water Management District, developed an empirical pollutant loading model for nitrogen, phosphorus and suspended solids for the Charlotte Harbor watershed, in Southwest Florida.
