Responsible for JFK Roadways Utilities and Ground Transportation Project, a $1.24B project to reconfigure the central terminal area's roadway network, relocate and upgrade utilities, rehabilitate/ reconfigure existing bridges, construct 6 new bridges and construct a parking garage/ ground transportation center fully equipped with EV charging, rain water harvesting, timber façade and provisions for solar panels.

JFK Roadways Utilities and Ground Transportation Center - a $1.24 billion design-build for the Port Authority of New York and New Jersey.The project consists of the design and construction of the on-airport roadway transportation network which includes roadway reconfiguration, maintenance and protection of traffic, intuitive wayfinding and enhanced traffic technologies, at-grade pavement, retaining walls and bridges as well as utility relocations and upgrades. The project will improve user connectivity and access to the surrounding terminals. Also included, is the design and construction of a modern Ground Transportation Center which features:1,950-space multi-level vehicle parking facility equipped with electric vehicle charging stations and an eco-conscious timber façade400-foot-long elevated pedestrian bridge with pedestrian canopiesRainwater harvesting facilityEnergy-efficient provisions for solar paneling

Hunts Point Access Improvement Contract 1 - Approximately 460 million dollar Design-Build Project for the New York State Department of Transportation. Project goal includes improving access to and from the Hunts Point Peninsula in The Bronx and getting truck traffic off local streets. Project includes constructing new and rehabilitating existing structures over Amtrak and CSX railroads as well as deck replacements on viaducts, retaining walls, drainage and utility work in a very busy urban corridor.

2015 - 2019: Design-Build Manager for Skanska/Walsh JV on the LaGuardia CTB replacement project which is a $4 Billion Design-Build Public Private Partnership with a 35 year operate/maintain in New York City. Project includes replacing the main terminal building, supporting utilities and roadway network all while maintaining service to one of the busiest airports in the world. Managed the designer, Parsons Brinckerhoff | HOK from preferred proposer, Commercial and Financial Close through the execution phase on all disciplines of design work. Liason with the public Owner, the Port Authority of New York and New Jersey (PANYNJ), the Developer, LaGuardia Gateway Partners (LGP) our Design-Build Joint Venture and third parties (NYSDOT, NYCDOT, NYCDEP etc). Manage technical and commercial aspects of this very large and complex project.2013-2015: Design-Build Manager for Skanska-Kiewit-ECCO III JV on the Kosciuszuko Bridge Replacement Phase 1, a $555 Million Design-Build. for New York State Department of Transportation (NYSDOT). Managed the pursuit and proposal develop delivering the technical proposal and negotiated the final contract with our Designer, HNTB, and our owner NYSDOT. Transitioned focus to managing Designer and coordinating design with operations and design approval with owner and third parties. Responsible for overall management of the Design, Cost, Schedule, and managing relationship and risk. 2013: Design-Build Manager on First Street Tunnel, Washington, DC - Design-Build Project included the construction of new combined sewer storage tunnel under 1st Street NW as part of DC Water and Sewer Authority's Northeast Boundary Tunnel Project. Managed the our successful procurement phase including owner meetings, design agreement negotiation, and proposal with our team of Skanska-Jay Dee JV with Parsons Brinckerhoff as designer.

Also served as the Post-tensioning and Grouting Engineer where responsibilities included: preparing post-tensioning logs and overseeing all post-tensioning operations on the bridge, training Field Engineers, and where necessary developing alternative post-tensioning sequences to improve constructability. As Project Manager after Substantial completion Tullis managed and executed all project closeout work and the 3 year project warranty.

Designed modifications to existing facilities including designing new structures, modifying and expanding existing structures throughout multiple areas of this large process facility. Performed finite element analysis on heat exchangers and tanks considering corrosion loss and service life analysis. The facility self-performs significant amounts of fabrication and constructions in-house and on-site which gave me the very unique opportunity to design, procure and execute projects.
