Responsible for the coordination of all departmental training. Develops and implements comprehensive training programs to ensure that all employees meet state, federal and local job performance standards. Assesses and identifies training needs of the fire department while interpreting emerging trends affecting the fire service and effectively communicating those trends to the command staff and department. Develop and implement policies and guidelines directly affecting the health and safety of department members. Directs, manages, and oversees, administrative programs as assigned by the fire chief. Responsible for two major program areas (training and terrorism preparedness). Managed professional training program for Oklahoma’s Emergency Management staff and local first responders. Uses operational procedures in accordance with unified combatant command or theater rules of engagement to reconnoiter and detect, recognize, and identify objects or targets; and coordinates with manned airborne weapons platforms or indigenous fire control systems to ensure target engagement. Performs procedural or sensor-assisted activities directing manned air or ground weapons engagements. Employs electronic warfare (EW) and electronic support measures (ESM) techniques and procedures. Gathers, records, displays, and disseminates mission, track, target location, battle management, and weapons status information. Operates and manages secure and unsecure communications nets with airborne and ground agencies. Performs mission planning activities.
