Prepared and/or edited nearly all filings with NH State agencies concerning air and water permitting and plant siting. Project Liaison with the City of Portsmouth Department heads; prepared all filings and obtained all building permits for the numerous new plant structures.Directed the engineering studies, managed outside counsel, and successfully controlled the City and State political processes pertaining to the physical upgrades of Gosling Road in Portsmouth for high volume truck access. The $1.5 million program was completed five weeks ahead of schedule and approximately $300,000 under budget.
