Northern Wood Power Project 2003 to 2006:Administered the two Prime Contractor contracts totaling $75 million concerning the construction of the largest wood-fired plant in the US. Performed oversight and handled disputes in compliance with the terms of each contract.With PSNH’s Senior Counsel, co-authored all filings with the City of Portsmouth during hearings on the land-use process. Prepared and/or edited nearly all filings with NH State agencies concerning air and water permitting and plant siting. Project Liaison with the City of Portsmouth Department heads; prepared all filings and obtained all building permits for the numerous new plant structures.Directed the engineering studies, managed outside counsel, and successfully controlled the City and State political processes pertaining to the physical upgrades of Gosling Road in Portsmouth for high volume truck access. The $1.5 million program was completed five weeks ahead of schedule and approximately $300,000 under budget.

Managed the replacement of major plant components. Engineered new components and formalized operations and maintenance methods to improve plant availability. Administered contracts and managed internal and external union and non-union labor forces.Established the Environmental Management System protocol which became the standard for all PSNH stations.

Managed the sales and marketing efforts and negotiated contracts to manufacture components for the medical, auto, and communications sectors. Worked with sales reps to develop opportunities with a divergent customer base and coordinated customers’ needs with production and internal design capabilities. Built customer relationships and initiated new business.As a member of the core management group, planned and participated in the move of the company into a new facility; and authored the company ISO 9001 manual leading to successful registration in February 2000.

In 1994 the State of NH and the United States Department of Commerce formed a non-profit manufacturing outreach corporation. As the State’s sole Manufacturing Consultant worked with small and medium sized companies to provide access to resources to resolve technical and business issues.

Responsible to develop and gain market share in California and other western states for custom-engineered power plant components, turnkey construction labor, and engineering studies. Controlled multi-million dollar contracts with full accountability for profit and loss.Managed multidiscipline project teams for manufacturing and quality compliance with company ISO 9001 procedures, national industry standards, and customer requirements.

Formulated and managed the PSNH Fuels Department budget of approximately $200 million. Created the company’s strategic fuels plans to develop and maintain lowest cost options with both domestic and foreign fuels sources to meet emissions reductions mandated by the federal Clean Air Act.Testified as an expert witness before the NHPUC on the company’s economic fuels forecasts and strategies.While in bankruptcy, negotiated the landmark Agreement with the NH Public Utilities Commission to fund and recover the multi-million dollar costs to convert a major power station to co-fire natural gas with oil.As a select member of management, served on four internal Corporate Task Forces during the company’s $2.35 billion bankruptcy and reorganization (1988 to 1992). Assignments involved reviewing all contracts and bankruptcy court filings, formulating strategies against creditors, designing a new power plant, corporate restructuring, and selecting and recommending “best business practices” to maximize the value of the company upon the merger with Northeast Utilities.

Created and managed the company’s Fossil Plant Repair and Upgrades Program. Directed the design, manufacture and installation of major power plant components and performance testing. Controlled an annual budget of up to $18 million. Established testing protocols, wrote specifications and bid criteria, and evaluated performance data.

Lead Engineer on utility, paper mill, and industrial plant start-ups. Performed troubleshooting of steam plant and auxiliary equipment operating and maintenance problems throughout the southeastern US.
