Advised the Commander of U.S. Air Forces Europe and the subordinate Commanders of the numbered Air Forces and theater Wing Commanders on the operational and logistic capabilities of the Air National Guard units tasked to support the war in Bosnia, the no-fly zone over Northern Iraq and other overseas contingency operations. Conducted frequent Command observation visits to Air Reserve Component units deployed in support of the U.S. Air Force Europe missions throughout the theater. Participated as a member of the European Command Reserve Advisory Policy Council, advising the NATO Commander and staff on operational, logistical and policy issues involved in activation and deployment of Air National Guard forces.

Held the rank of Brigadier General and Commanded the Oregon Air National Guard which comprised an Air Defense F-15 Fighter Wing, an F-16 Fighter Training Wing, two Combat Communications Squadrons, two Tactical Air Control Squadrons, a Weather Flight and the State Headquarters. The units were based throughout the State of Oregon at four different locations including two flying bases.

Commanded an F-4 Phantom Air National Guard Fighter Wing, responsible for mission preparation and readiness, specialization training, aircraft maintenance, personnel, logistics support, and base host responsibilities.Thirty five years as an operational jet instructor and fighter pilot in such high performance fighters as the F-4 Phantom and F-15 Eagle.
