Identifying synergies and efficiencies during the system design phase that will allow a better performing organisation. I am accountable for Train operations and Assured Service delivery sub concepts as well as the mobilisation and trial operation strategy. This role has a direct budget of circa £5m but a wider accountability for the operational cost base for the mobilisation and year on year forecast of the future operational businesses. Responsibilities• Organisational development strategy including;o Cultureo Recruitment selection and trainingo Organisational environmento Talent Managemento Operations• Organisational structure both through the project lifecycle and start-up businesses with associated migration plan• Re-organisation of the Railway Operations Directorate to incorporate the System Capability Directorate completed Autumn 2018• Operating model• Operational cost baseline for both businesses• Forward budget for lifecycle of HS2 project through to 2033 circa £100m+• Business cases for system capability versus operational functionality• Whole Life Value for Money (WLVfM) assessments• Value engineering• Mobilisation strategy and plan• Trial operations and operational readiness strategies and plans• Train Design requirements• Track layout• Control, Command and Signalling• Interfaces between High Speed and conventional rail networks• Future governance for programme to include:o Lead responsibility between Train Manufacturer/TOC/HS2/DfTo Meeting structureo Short/medium/long term plan
