David has worked for more than 35 years at the forefront of reforms in economic development, public policy and government management, both in New Zealand, and internationally. He has extensive practical experience and an outstanding international reputation in the following fields:• Macro-economic strategy and fiscal management• Public policy analysis and design, especially in social sectors• Government financial and performance management• Post-conflict and economic crisis recovery strategies• Organisational performance and business developmentDavid’s career has included providing advice and guidance to policy makers on economic policies and development strategies in more than 60 countries. He has worked extensively with international organisations including the IMF, World Bank, UN agencies, bilateral aid agencies, non-government organisations and directly with individual central and regional governments. He is highly regarded for his ability to design, lead and support effective economic development and innovative policy change. Much of this work has been through his contributions to, and leadership of, specialist teams. As a prominent member of the IMF Panel of Fiscal Experts since 1992, David has built a unique and comprehensive understanding of economic, institutional development and public financial management issues. He has outstanding skills in communicating and collaborating successfully with people in very different political, organisational and cultural environments. As Managing Director of the Economics & Strategy Group, David also provides independent policy advice and guidance within New Zealand on economic and fiscal management, public sector management reforms, public expenditure policies and private investment. This includes sound strategic planning with a focus on operational (policy delivery) needs. David has taught and lectured extensively - through international seminars and workplace training - in the design and implementation of public expenditure programs, including especially social expenditure and social investment policies.David holds a Masters’ Degree (in Economics) from Victoria University of Wellington, and a Certificate in Corporate Governance from the New Zealand Institute of Directors. His governance experience includes former Chair of the Kapiti Region Economic Development Leadership Group. He is founding trustee and sponsor of the Bertrand-Webber Economic Scholarship Trust. David is a New Zealand citizen and resides in the Wellington region of New Zealand.
