As liaison between local governments in region and Division of Emergency Management, formulates recommendations for protection of the citizens of North Carolina before, during and after an emergency or disaster. Coordinator serves as a project administrator of project management activities for various federal, state and local programs and initiates.Achievements:- Served as lead on two Hurricane Conferences presented in collaboration with ECU and NCEM - Served on the planning team to develop and conduct two Full Scale Life Shooter Exercises at ECU- Successful in assisting counties to obtain multiple Homeland Security grants. - Conducted a series of regional table top and full scale exercises designed to test the ability of Federal, State and Local Partners to respond to a catastrophic event on Ocracoke Island.- Serve as Operations Section Chief for the Eastern Branch Regional Coordination Center.- Served as State Liaison Officer in Bertie County during the response and recovery phase of the April, 2011 Tornados and the flooding in November 2010.- Served as lead with the re-writing of Hyde County’s EOP which included a Hurricane Table Top Exercise and Hurricane Workshop. -
Director Of Emergency ServicesCatawba County Government Feb 2002 - Dec 2009Responsible for the planning and administration of the 5 agencies under the Emergency Services umbrella, as well as assuming direct responsibility for Emergency Management. Manage an 8.5 million dollar budget. Directly supervise: EMS Manager, Fire/Rescue Manager, Animal Services Manager, Veteran Service Officer, Emergency Management Coordinator and 2 office support staff.Achievements:- Catawba County EMS was approved as a Model EMS System by NCOEMS.- Awarded a grant to purchase a Reverse 911 System. Received a Team Award for maximizing the use of the system for non-emergency functions and establishing public and private partners in order to financially sustain the system.- Successful in obtaining over six million dollars in Homeland Security grants. - Conducted the only Regional Bio –Terrorism Exercise in Western North Carolina.- Restructured the Animal Services Division to improve its efficiency as well as customer service.- Implemented a pilot program to improve Medical First Responder response times.- Received a NACO award for the Medical First Responder Program.- Restructured the Emergency Services Office to more accurately represent the function of each position.- Developed a Multi Agency Specialty Rescue Response Team (USAR Team) and a Hazardous Materials Technician Level Response Team.- Implemented a Web based Emergency Operations Plan to increase its availability and usability by response agencies. -
Emergency Medical Services ManagerCatawba County Government May 1992 - Feb 2003Responsible for the planning and administration of the County’s Emergency Medical Service program. Managed a budget of 4 million dollars. Directly supervised 4 shift supervisors, a Specialty Services Coordinator, and a Training Officer while overseeing a full-time staff of 60 and a reserve staff in excess of 30. Worked with the County’s rescue squads and fire departments to assure the efficiency of the first responder program. Achievements: - Initialized a structured Specialty Services program, a neonatal transport service, and a heart catheterization contract with Catawba Memorial Hospital. Results included an increase in collectable revenue and improved efficiency in non-emergency transports. - Restructured the management staff to promote team building and increase the efficiency of the administrative staff.- Worked with state and federal agencies to establish a national fee schedule for Medicare, which resulted in increased revenue for the State of North Carolina.- Chaired the County’s Transportation Committee which resulted in the consolidation of transportation services countywide.- Worked with the County Commissioners Association and the Department of Health and Human Services to develop a cost report, which increased reimbursements to the counties for Medicaid patients. -

Managed a combined annual budget of $800,000. Directly supervised 30 full and part-time EMS staff members. Prepared budgets and indirectly supervised the personnel of 7 volunteer fire departments, two rescue squads, and 3 volunteer EMS services. Achievements: - Implemented a fire inspection program within the county and proposed a fee system to offset the cost.- Worked with state officials to assure the installation of I-flow rain gauges for early flood detection.- Rewrote the county’s multi-hazard plan and formed the county’s first Local Emergency Planning Committee.- Authored an Emergency Medical Services grant acquiring $70,000 to upgrade the county communications system and establish a County Communications Department.
