While there I developed a widely used product which allow our customers to use MS windows base software to control a RFL 5800 watt/var/va/hour test board which collected test results in the shops. During the 19+ years with CP&L, I was in charge with maintaining volt/ampere/watt-hour/var-hour/q-hour and V2h-hour standards in cooperation with the National Institute of Standards and Technology. In charge of test, repair and calibration of all field test equipment for testing single and polyphase meters, including custom-built phantom load boxes, Scientific Columbus, and Radian Research standards. This included maintenance, repair and calibration of 6 RFL Industries Watt/Var-hour test boards, 3 TESTCO demand boards, a custom-built Multi-Amp 10-position automated standards test board, and other custom test equipment. Later the responsible of maintaining a Novel Network and battery backup system that collected all meter data from every meter that entering the building, recording test results, repair notes, and pack-up for shipment. Simultaneously developed 90 percent of software used to perform CP&L annual selective sample and periodic testing program. The software used data provided by power billings mainframes to group the meters in to list for each of the five divisions for removal, being received and accounted for, collecting the as-found/as-left test results for the study (North Carolina Utility Commission). We implemented a double sample method that reduce the number of meters that had to be removed.
