About David Williams

For over thirty years, I have been living and breathing relational database applications as a developer, tester, and administrator. I have had more than 24 years developing dynamic web applications – including an intranet and contract management system. Along the way I have gained experience in the electricity supply market, direct marketing, advertising, purchasing, electrical retailing, and not forgetting a considerable chunk of legal experience and contract management thrown in for good measure. Over the last 25 years, at e-POWER and Non-Fossil Purchasing Agency Ltd, I have been designing, developing, testing, implementing, and operating multi-million pound on-line auction applications, operating mainly in the UK renewable energy industry. This has involved developing auction models for the sale of electricity forward contracts, renewables certificates and .UK internet domain names (on behalf of Nominet).I am also responsible for ensuring that the auctions operate on robust IT infrastructure and have spent many years building the security and resilience of e-POWER’s IT systems, developing business continuity plans and ensuring adherence to ISO27001 security standards.

I have gained considerable legal experience & knowledge of the electricity industry, government orders, obligations, regulation. I have assisted contractual counterparties and other potential developers in navigating the regulatory and legal framework (especially useful for smaller developers without the legal resources at their disposal); and ensured parties understand their contractual obligations.I gained a lot of experience in dealing with generator’s representatives: finance companies and lawyers, project managers, company directors. I have dealt with representatives of top international law firms. In my personal life, my considerable legal experience has enabled me to run rings round top London lawyers, wipe the floor with the legal representatives of a national gym company - successfully getting out of an expensive gym contract; and taking to task petty bureaucrats and officialdom at local schools and councils. Alan Dershowitz rings me for advice.I created a comprehensive IT system for managing contracts – a contact management system for handling time-critical communication arising from contractual obligations; monitoring performance towards commissioning (fulfilment of conditions precedent); reporting of performance.Between 1996 and 1999, I was responsible for calculating (and reconciling to the penny!) the value of subsidy payments for “renewables” and nuclear electricity – in the order of circa £1.4bn pa.

I created, wrote, edited, published a weekly sales and motivational newsletter "Team Talk". Highlights included - the hastily withdrawn January 1991 edition with the headline: "Forget the Gulf War, the real war is on the High Street . . .and your weapons include Consumer Credit Agreement - Patriach Missile (sic)." No, I was not responsible for that and I had ceded editorial control to my superiors. Pioneered the use of Desk Top Publishing for Retail Point of Sale material in the North East Retail sector. Using DTP to create professional-looking captivating Point of Sale material- rapidly on demand - perfect for fast turnaround, cheap for small print runs - raising the standards of merchandising in NE retail shops. Perfect for bespoke offers. I created a relational database application in DBASE for retail products, prices and POS, and to store technical details of all products sold – Created a FACTS FEATURES BENEFITS booklet for sales staff.I created a spreadsheet "app" to calculate the cost of credit for use in published credit examples. Microsoft introduced the Net Present Value NPV function to their spreadsheet calculation - making my complicated Supercalc formula obsolete.I invented the intranet - sort of. I identified an electronic communication channel between HQ and every shop via the electronic Point of Sale equipment (tills), whereby real-time information on stock levels and deliveries was made available online to shops.
