Responsible for all activities within the Building Energy and Environment Division in NIST’s Engineering Laboratory (EL). The Division consists of approximately 50 members working to develop the measurement science, predictive models, and performance metrics to improve the energy efficiency of building components and systems, reduce building-related CO2 emissions, enhance the quality of the indoor environment, and improve the building design. There are four groups in the Division that perform research related to 1) HVAC&R Equipment Performance, 2) Mechanical Systems and Controls, 3) Heat Transfer and Alternative Energy Systems, and 4) Indoor Air Quality and Ventilation. Responsibilities include strategic planning of division led initiatives, programs and projects; oversight of all division, group and project milestones and deliverables; reviewing all technical outputs from Division staff including publications, datasets, models, and reference materials; maintenance of division solvency; and management of resources. Also responsible for strategic vision and culture setting within the Division, throughout the EL and across NIST. Member of NIST's Institutional Review Board (IRB), providing oversight and ensuring minimal risk and adequate protections for participants in research that involve human subjects.

Research focused on making HVAC&R equipment more efficient, intelligent, and reliable. Specific research focused on the characterization of air flow distributions through residential and commercial finned-tube heat exchangers. Through collaborations with the US DOE, AHRI, and various manufacturers, performed extensive laboratory experiments using Particle Image Velocimetry (PIV) to measure air flow distributions through finned-tube coils in various installation configurations. Refined CFD modeling techniques to predict the air flow distributions of the coils examined in the laboratory.Developed a computational tool for the design of evaporators and condensers. This tool is an evolutionary algorithm based program called Intelligent System for Heat Exchanger Design (ISHED) which optimizes the performance of finned-tube heat exchangers for their operating conditions and incident air flow distribution. ISHED is bundled with versions 3.0 and later of EVAP COND, simulation models for finned-tube heat exchangers.Worked with the US DOE's Office of Energy Efficiency and Renewable Energy, focusing on household refrigerators and freezers, since joining NIST in 1998. Tasks included technical support for DOE with refrigerator energy testing anomalies, test waivers, and general consulting related to domestic refrigeration. Worked with ISO, ANSI, and AHAM groups concerned with domestic refrigerator and freezer test procedures, served as an Expert member to the International Electrotechnical Commission (IEC) SC59M from 2005 through 2014; an effort that resulted in the publication of IEC 62552-1, 62552-2, and 62552-3, a globally acceptable series of standards for domestic refrigerating appliances. Member of ASHRAE's Research Administration Committee from 2011-2015; oversaw a research portfolio in excess of $3M/year.Secretary for the 3rd International Institute of Refrigeration (IIR) Conference on Thermophysical Properties and Transfer Processes of Refrigerants.
