Dave earned international recognition for transforming downtown central business districts. During his tenure in Roanoke, Virginia, and Raleigh, North Carolina, Dave led teams that attracted over $3 billion in new capital investment and over 5,000 jobs to the city center alone. As executive board member of the International Downtown Association, Dave helped create the first business improvement district in Central America.During his tenure in the military, Dave earned the prestigious bronze star for his combat tour in Operation Iraqi Freedom. Dave’s responsibilities include growing and diversifying the multi-sector economy of Loudoun, requiring expertise in corporate office attraction, industrial development and rural business development by leading a talented team of 13 team members with expertise and mastery in international business development in India, Germany, and South Korea, cybersecurity, life sciences, corporate headquarters recruitment, site selector relationship building, aerospace defense, uncrewed aerial systems, workforce development, data centers, agriculture and craft brewing, retention of small, medium and fortune 500 companies, entrepreneurial ecosystem development, and more! In 2021, the Loudoun County Economic Development Department was recognized as the Top Economic Development Organization (with over $5 million annual operating budget) in a large county for attracting over $6 billion in new investments, adding over 6,000 jobs, and granting over $16 million to businesses for recovery and reinvention from the covid-19 crisis. In 2022, Dave became certified as an economic developer by passing the exam and earning the prestigious CEcD designation. In 2023, Dave earned the Entrepreneurship Development Professional (EDP) designation after passing the exam in October. In 2024, he completed the High Performance Leadership Academy, a program of the National Association of Counties (NACO) and the International City Manager's Association (ICMA).
