Responsibilities include establishing and growing Enterprise Integration business area, including program management profit/loss, customer engagement, PM process development, department tools, team management and service delivery; strategy and technical direction for SWIM, future SWIM concepts, Advanced SOA services, Cloud Distribution services, FAA NextGen Datacomm and messaging initiatives, information management for aviation operations, flight planning modernization concepts, weather domain strategy, and US FAA/European harmonization support. Duties also include for developing professional services for aviation stakeholders (commercial and international markets), support information management and technology acquisitions for ATM modernization initiatives, leveraging IT, SWIM and information management expertise in enterprise architecture, systems engineering, NextGen capabilities & international requirements, including ICAO Aviation System Block Upgrade standards.

Leading activities and moderating the SWIM Industry-FAA Team (SWIFT) chartered to empower airspace users and the broader Aviation industry to create operational improvements using SWIM Information Services. Research and presents interests between FAA and industry, coordinating operational needs with information services and data analysts for using SWIM information in achieving NextGen related improvements. Lead operational case studies identifying underlying systems, information services, operational metrics to help formulate business cases for SWIM.

The Information Management Panel (IMP) was established to develop a global and harmonized interoperable approach and elaborate on necessary concepts in order to ensure effective management of information. Providing subject matter expertise in System Wide Information Management (SWIM), Service Oriented Architecture, information technology, cyber security and information management to help identifying the need for new information exchange formats, on a system-wide basis within the air navigation system. Supporting information management global interoperability and standardization across all data domains, activities such as flight and flow - information for a collaborative environment (FF-ICE) and migration towards modernization through digitalization.

Lead all Strategy and Business Development for the GCS Civil Business Unit, with a focus on aviation, energy, managed services and weather markets, serving government and commercial customers. Managing a team of 20+ business development managers, account managers, field engineers and administrative personnel, and leading the efforts of over 100 person, with responsibility to drive YoY pipeline growth for $650M+ business unit. Define, implement, and lead the broader Business Development and sales activities, including strategic marketing, product management, business development and commercial sales. Additionally, responsible for marketing, direct sell, bid and proposal funds and technology investment alignment.

Leading growth initiative, "learning launch" for SOA services within FAA network;; working directly with FAA customer to define new business model for implementing SWIM as a performance based contract; managing DEX operational deployment. Providing leadership for all aspects of growth initiative: establishing/leading strategy, customer interface, supplier partnerships, etc. David's grown the SWIM capture to offer SOA for several a new business opportunities (NNEW, SITS, etc.). He is a thought leader participating in Working Groups: CMD Future Concepts Team (FAA/Airlines), Flight Object (FAA), Net-centric Ops (JPDO), presenting at conferences.
