Buenos Aires

Advised on funding needs and fare policy of the Buenos Aires bus transit system. Key milestones included:-- Built a forecast model of ridership and subsidy needs of the Buenos Aires bus transit system-- Designed a scheme of gradual adjustments in user fares to decrease fiscal needs and conducted follow-up analysis on the impact of the fare increase on ridership, fare evasion, and travel patterns-- Revised the funding allocation formula among bus lines to allow high-demand services to increase capacity and drafted the regulation needed to implement the new formula-- Prepared the Head of the Public Funding Division for Congressional hearings on the Appropriations Bill, including briefing him on the technical rationale for funding requests and potential enquiries by lawmakers

Part of the team that led the financial policy agenda of the G20 during Argentina's Presidency of the Forum. Main projects included:-- Supported negotiations of multilateral cooperation agreements on infrastructure development and public-private partnerships-- Drafted two multilateral cooperation agreements on best practices for infrastructure development and on regulatory changes to catalyze private investment to infrastructure, reflecting lessons from 20+ multilateral initiatives and Argentina's experience with its national PPP program-- Assisted in negotiating the terms of the commitments over four summits, addressing 500+ comments from other delegations and proposing language to encourage consensus among countries-- Initiated partnerships between the team and development banks, public agencies and other G20 delegations to obtain their backing and technical input on Argentina’s negotiation stances during G20 meetings

La Plata

Acted as consultant to the Buenos Aires State Health Department, leading a team of 5 people to digitize the data collection process of healthcare centers' performance metrics in Argentina's largest public healthcare system. Main tasks involved:-- Implementing a digital platform that enabled public healthcare facilities to report indicators on services provision to the Health Department, leading the design, prototyping and testing of the platform-- Leading two workshops with Department analysts to design and test the new platform, coordinating a team of three software developers and traveling to ten locations to organize training sessions for hospital staff -- Organizing 10 workshops to train hospital personnel on the new system, and personally conducting 5 of these trainings with audiences of around 50 people

As an analyst in the International Arbitration Practice, I delivered valuation and assessment of economic damages for arbitral proceedings involving expropriations and disputed chantes in concession contracts for public services provisions. Main tasks included:-- Serving as lead analyst and built valuation models for economic damages worth over $900 million in two cases related to the expropriations of a telecommunications license and a real estate development, drafted expert reports summarizing valuation results and acted as liaison with Counsel, contributing to weekly calls on case strategy-- Conducting detailed review of contracts, government regulations, public bidding documents, and existing industry conditions to determine the impact of expropriations on clients’ investments and economic damages
