Rakuten TV is part of Rakuten Group, Inc" Main achievements:- Managed a department of 50 engineers (in 7 teams), in a hybrid and remote mix.- Fixed major structural issues regarding talent retention (high engineer attrition, turnover of full teams, low morale) and technical hiring (many unfulfilled positions, broken sourcing and recruitment funnels). Did restructuring where it was needed.- Lead the technical strategy, aligned it with the Executive Committee, identified and avoided major risks, elaborated proposals for HQ. Defined and executed the Technical Roadmap (moving the "Hidden Roadmap" into the spotlight). Managed and controlled the yearly Tech Budget (infrastructure, people, and CDNs) and got significant costs reduction.- Raised the motivation and morale by improving the engineering culture. Lead and mentored Tech Managers and Leads. Encouraged attendance to external conferences (via training budget) and meetups. Started our own events (hackathons, tech talks, trainings), and a tech book library. Pushed for more 1-1s and retrospectives, proper postmortems, better documentation, leaner processes, and more effective communication. Coordinated some aspects of the new office relocation (logistics, TVs and hardware, networking, RTO).- Third-party management: collaborated with other Rakuten business units, kept relations and negotiated with partners and providers, acted as liaison with local tech communities (improved employer branding via attendance and sponsorships).- Learned Japanese and the "Business-Do"Stack: Ruby, React, Kotlin, Swift, Go, Python, AWS, k8s, CDNs
