Manage and oversee a team of programmer analysts which support more than 15 mission critical applications. These applications have been built internally or purchased and used by employees and citizens of James City County. This position was created to promote better support as well as to enhance participation in understanding business processes and make recommendation where necessary. This comes either from developing in-house or using project management skills for purchased solutions. These applications includes areas such as Accounting, HR/Payroll, Real Estate, Revenue, Budget, Code Compliance, Planning. We use a wide range of technologies to accomplish these goals. We use Microsoft SQL, Reporting Services, Analysis Services, Integrated Services, Crystal Reports, .NET, JQuery, and others.Maintain annual and project budgets in excess of $1 Million dollars annually.Implement Business Intelligence throughout the county

Design and Implement .net web applications using SQL-Server, Reporting Services, jQuery, API, and other technologies. Project Manager for a multitude of system implementation including requirement gathering, vendor selections, integration and on-going support requirements. Manage Datawarehouses and maintain Business Intelligence data using SSIS and SSAS Technologies. Key Contributions: Designed, Built and Implemented County wide Budget Application (replacing Hyperion) which is used to request, submit, and audit departmental budget requests for the $162 million annual budget. Designed, Built and Implemented County wide application to manage all planning requests (currently over 10,000 cases) including but not limited to comments, uploading of documents, workflow approval, applicant notification of change requests. Assisted in the design and build of the county online payment system. This system is used to allow residents to pay taxes, fees, services online. This system has taken in more than $17 million since implementation. Project Manager and report developer for the implementation of payroll system (PDS Software) consisting of over 1,000 employees and launched on-time and on-budget. Currently working as County Project Manager for implementing Revenue and Collection software (PCI) package which consists of over 20,000 accounts Implemented complete business intelligence, including data warehouses, using Microsoft Analysis Service cubes for 6 business entities, including, Budget, Payroll, Human Resources, Treasurer, Planning, and Accounting.  Assisted in the implementation of Automated Time Collection system which handles a wide range of collection methods. (Time clock, web punch, batch loading, etc.)

Key Contributions: Established and implemented coding and best practices manuals for .NET development. Designed and deployed an enterprise level version control process for code and project documents. Managed the implementation of data encryption and laser check printing solution for 12,000 employees. Launched a Software Development Life Cycle (SDLC) in ten months and trained data center in this process. Manage the support of many business critical applications which consist of over 80,000 lines of code and 200+ databases.

Ask to program and manage the entire costing application as well as manage all development of enterprise software development for the company. Costing application was designed to run all areas of the business, including raw material procurement, costing, inventory management, sales reporting, and profit and loss reporting. This application is run in 13 plants in 5 states. Additional developers were hired to help manage the growth of this application. Key Contributions: Train and teach classes in areas of the Microsoft Office products, Oracle, and other applications. Establish and maintain online reporting that track trends and performances of 100+ salesman and 3,000+ customers. Combine Oracle and other software platforms with Visual Basic to create end-user applications that are currently used by several subsidiaries in areas ranging from simple inventory data entry to "drill-down" trend reports using Crystal Reports.  Supervise and manage all in-house programming for east coast operation, which includes 6 plants in four states.  Provide software support for company personnel that consist of more than 350 computers and more than 450 employees. Created a freight tracking and payment application that eliminated duplicate payments to vendor, saving thousands of dollars.
