Acting on behalf of the Land Use Environmental Group Executive office, I managed the implementation of their new GIS-based Business Case Management System that controls everything from planning and permitting to road maintenance and code enforcement. The project involved over 150 vendor consultants from Northrup Grumman, HP, Accela, and Actuate. Another 112 County staff subject matter experts were directed during the implementation of the project. The system went live in November of 2012 with over 850 County employees using the system on a daily basis.

Program Manager directing solutions for Y2K related issues associated with Billing and IT Management Systems. Developed program plan that used a combination of KPMG, Bering Point, AT&T, Telco Research, other third party vendors, and in-house staff to accomplish the Program Mission and Scope. UCLA use the opportunity to modernize all systems and processes possible to modernize their technology infrastructure and support systems.After completion of the Y2K project, we went on to develop office automation and integration for Communications Technology Services (CTS) and for the UCLA Police Department. The automation deployed early stage artificial intelligence and machine learning to allow users to make changes to their account, activate, deactivate and reset services by themselves in a fully automated fashion that took commands from the user and translated them into telephone, network, cable tv and security systems instructions that were executed by the computer.In order to improve police response to on campus calls, the UCLA PD department required accurate location information on all telephones and devices on campus. The UCLA CTS department maintained this information, but the local telephone company did not provide this information when 9-1-1 calls were initiated. We created an intercept of the SNMP data to capture the needed telephone information, lookup the current location of the device, and insert that information into the SNMP data, so the police dispatch operator would have the correct location information for the caller and be able to dispatch Police, Fire, Life Safety personnel as needed. Thus, solving a major safety issue that exists to the day at thousands of campuses, and other facilities where there a PBX or VOIP delivering a call to the end user.
