Manager of ACT Skills Reform team. The team oversaw the ACT implementation of the $28 million dollar National Partnership Agreement on Skills Reform. The team also oversaw the identification of skills needs through labor market modeling, the budget cost modeling of Government funding initiatives and the generation of data analytics to assist in the alignment of funding initiatives to government objectives.Lead a team to undertake Empirical Research, Literature Reviews and produce Discussion papers on current issues facing the ACT Economy, Vocational Education Training and the Higher Education sector.Lead architect for the design and development of the new ACT Vocational Education and Training funding model and government funded initiative, titled Skilled Capital.Led the development of the ACT Quality Framework for Government funded training. This Framework included extensive hypothesis testing by undertaking regression modeling to identify potential risk and quality indicators for training organisations.Led the ACT Qualification Pricing Review which included the identification and calculation of the total efficient cost of training. This review also included the identification of subsidy rates through a cost-benefit analysis of government subsidized training.Created several payment and reporting systems for the management, payment and monitoring of ACT Government funding initiatives.Design, collect, analyzes and implement results from surveys that include labor market research, stakeholder feedback, consultation on ACT Government funding arrangements and system enhancements.
