Recall to active duty by the US Navy. Oversaw the US/DRC bilateral training program to reinforce the capacity of the Congolese military justice sector. During his tenure, this program was recognized as the most effective element of US/DRC Security Cooperation, of which positive fruits now are seen years later. Acted both in a management role and also as an instructor in the Rule of Law, International Criminal Law, and the Law of Armed Conflict. As the senior US Naval Officer in-country, tapped by the Defense Attaché's Office as interpreter of choice for the highest-level USG/GDRC meetings, and ceremonial representation.

Boutique complex litigation and trial practice in state and federal courts, representing individuals and small businesses. Buzard brought expertise in military administrative law and military justice, employment-related injury including the maritime workplace, wrongful death and beneficiary dispute litigation, personal injury, and select criminal defense including expungement.

Recall to active duty by the US Navy, which included deployment to the OIF Theater of Operations. Served as legal counsel to Commander, Maritime Expeditionary Security Group TWO with additional duties to Navy Expeditionary Logistics Support Group (Forward), and Navy Expeditionary Combat Command. Advised the Commodore and his 27 subordinate Commanding Officers throughout a 3,200-strong operational organization, in all aspects of military justice, Inspector General investigations, administrative and personnel law, the Law of Armed Conflict and Rules of Engagement. Trained combat personnel in the Law of Armed Conflict and applicable ROE.

Litigation in Virginia state courts, representing plaintiffs in bodily injury claims, including maritime injuries; plus asbestos-related occupational disease claims under both the U.S. Longshore and Harbor Workers and Virginia Workers Compensation Acts.

Litigation and trials in Virginia state and federal courts, representing bodily injury plaintiffs and injured workers, nursing home and assisted living residents, medical malpractice victims (including from military and veterans' facilities) and catastrophic injury victims.

First-line attorney responsible for intake of thousands of asbestos disease claims; prosecuted mesothelioma disease and follow-on death claims under the Virginia Workers Compensation Act.

Tried hundreds of courts-martial and administrative hearings. Adjudicated thousands of claims brought under U.S. statute and treaty. Negotiated with municipal agencies on behalf of Navy base and personnel. Advised commanders on a plethora of issues, including treaty obligations, release of information, ethics, law enforcement, and freedom of navigation. Helped hundreds of servicemembers with consumer problems, support and custody issues, federal rights and benefits, landlord-tenant disputes, wills, etc.

Work-study during law school, with the U.S. Attorney's Office (both criminal and civil divisions), and later a private law firm, writing briefs to the U.S. Court of Appeals for the 5th Circuit, the U.S. District Court for the Eastern District of Louisiana, and memoranda of law on international business transactions, oil and gas litigation, and immigration matters.

Installed and maintained library automation "turnkey systems" first in England then in France, and trained clients and users in their operation. Coordinated user document translation. Manned user telephone help line. Maintained sales force demonstration systems. (Both companies were affiliates of Computer Library Systems International, Inc., Newton, Massachusetts.)

Part-time while studying at Northwestern University and full time upon graduation. Manned circulation desk and maintained library's computer system (LIBS 100 running on DEC equipment with Winchester drives).

Work-study while at Carleton College, full-time during semester breaks and summers.
