MSc in Software Engineering and BA in Psychology, I founded Civio in 2012 to improve the accountability of Spanish public bodies through transparency and data journalism. I currently serve as Civio's co-Director and CTO, where I lead the team gathering, analysing and visualizing data for our journalistic investigations. I'm also responsible for Civio's technical infrastructure and daily operations.Previously, I worked for 12 years as a consultant, developer, and software architect for companies such as British Telecom, HM Revenues and Customs, Accenture, Ericsson and BBVA Global Markets. I was a highly efficient technical consultant with an outstanding track record in project delivery. I built extensive technical and communication skills through a series of large scale, high profile assignments, both through Accenture and as a free-lance, combining a system architecture view with the ability to lead, support and coach a development team on a daily basis. I'm fluent in software engineering best practices like refactoring, design patterns and agile methodologies, as well as in the technical details of Rails or business critical systems.

Among others: Quién cobra la obra (on public procurement), Dónde van mis impuestos (national budget transparency), Quién manda (mapping power relations in Spain), El indultómetro (on presidencial pardons) or Verba (natural-language processing applied to broadcasting news). Responsible for setting up development standards and processes, as well as coaching junior developers, while retaining an active development role for the more complex and data-intensive projects.Lecturer on post-graduate courses offered by Spain's leading media (El Mundo and El Pais), in trainings for public officials on transparency and Open Data, as well as in workshops and conferences related to civic technology and data journalism. I also worked with Access Info Europe and mySociety to launch the European transparency site AsktheEU.org.The Civio Foundation (Civio) is an independent civil society organization based in Spain which monitors public authorities, lobbies for true and effective transparency and helps citizens understand decisions that affect them. Civio’s mission is to achieve cultural and legislative changes in Spain to foster a well-informed, participative and engaged citizenship, enabling a more transparent, accountable and inclusive government through a facts-based public debate. We do it through journalism, technology, campaigning and strategic litigation.Civio's work has been recognised at home (e.g. Premio EFE Rey de España) and internationally (e.g. Data Journalism Awards for Best Investigation, García Marquez Innovation Award), and has produced important victories. Among them, significant regulatory changes for a more transparent public procurement, a large reduction of governmental pardons and Supreme Court victories on access to public information. -

Managed development of the new trading platform by a third-party team (Progress Apama). Detailed and prioritized trading desk requirements across multiple phases and iterations. Led the effort to connect the provided platform against liquidity providers (e.g. Deutsche Bank, Goldman Sachs, Barclays), from test connection setup through conformance testing to first live test trade and STP (RTNS) verification. Designed and developed internal operations and performance-tracking tools.Responsible for conformance testing and business approval of multibank trading platforms (360T, RTFX, FX All) installed by Reuters’ teams. -
Lead DeveloperHm Revenue & Customs (Hmrc) Mar 2005 - Jul 2008Southend-On-Sea, England, United KingdomWorked on a major re-architecture of the HMRC portal, which included migrating the site to Weblogic Portal 8 and from a monolithic structure (one artefact in one cluster) to a modular one (one artefact per application, across multiple clusters, together with single-sign-on), achieving better performance, improved uptime and simpler deployments.Involved across the end-to-end development cycle – initially as Senior Developer, and later on as Development Lead – providing technical assistance during the requirements gathering phase, reviewing designs, supporting testers and coordinating the deployment of releases into production. As Development Lead, focused on process reliability through consistent configuration management strategy, daily builds and extended automated testing.Designed and implemented upgrades to online services in key areas of VAT and Customs. Built a new web-services-based solution for UK import-export procedures (NCTS), providing technical support and advice to UK exporters and software developers wanting to use this new channel. -

Designed the Weblogic Portal-based architecture for the legacy intranet portal used by BT’s 20.000 customer support representatives. Interfaced with customer representatives in order to refine requirements for different improvements to BT’s public Internet site, discussed the technical feasibility of the available alternatives and produced high level estimates and designs. Responsible for the delivery by third-party build teams, ensuring compliance with specifications and deadlines.(Mar 03 – May 04) Bundesanstalt fur Arbeit (Federal Labour Office) Nuremberg, Germany. As Technical Architect for the new official German job search portal, led a group of six people responsible for defining development guidelines and application architecture. Designed and delivered the J2EE application frameworks needed for the portal. Led a performance tuning team of four people after the nation-wide go-live.(Jan 03 – Mar 03) Federal Government Brussels, Belgium. Designed, built, and tested a flexible J2EE-based integration architecture where generic communication and data transformation components could be chained in different sequences, hence creating custom workflows for each backend request transparently.(Oct 02 – Dec 02) KPN Mobile The Hague, Netherlands. Led the refactoring of a monolithic C++ application (an Internet gateway that offered mobile intranet and email access over GPRS) into modular sub-components, in order to unearth a number of critical bugs.(Apr 01 – Aug 02) Sainsbury’s London, UK. Designed, implemented and tested C++ ETL (Extract, Transform, Load) data interfaces connecting client databases, stores and legacy systems. -
