Working with colleagues at Ireland’s leading independent economic research consultancy, I lead on policy and strategy advice, economic analysis and evaluation studies for Government departments, local authorities and other public bodies.

Head of Enterprise Strategy, Competitiveness and Evaluation Division in the Department (Ministry). In line with the vision of the Government's White Paper on Enterprise (December 2022) which I directed, I worked to shape public policy so as to underpin a competitive, high productivity and environmentally sustainable enterprise sector in Ireland. I represented the Department on the National Competitiveness and Productivity Council and worked across government to enhance the business environment in areas such as skills, taxation and energy.

Head of unit with responsibility for providing analytical support to the Department on economic strategy issues. This included in-depth economic analysis of taxation policies, including the evaluation of tax expenditures, and advising on the distributional effects of budgetary policies. I also advised on sectoral policy issues in particular on housing policy.

The Pensions Authority (previously the Pensions Board) is responsible for the regulation of occupational pensions in Ireland and for advising the Irish government on pension policy issues. As Head of Policy, my key responsibility was to coordinate the Authority's pensions policy advice function.

I designed this 3-day training programme covering the management, monitoring and evaluation of programmes funded by the EU Structural and Cohesion Funds and the pre-accesion instruments. Some 250 government officials from the 12 States that joined the EU in 2004 and 2007 and from the 3 candidate countries (Croatia, Turkey and Macedonia) participated in the 13 courses which I delivered as lead trainer between 2007 and 2010. This course was sponsored by the Irish Ministry of Foreign Affairs.

The MSc in Economic Policy Studies is a two-year part-time course aimed primarily at mid-career officials in the public service. I was the lead lecturer for the programme evaluation component of the course "Welfare Economics, Project and Programme Appraisal and Evaluation".

Management of evaluations, strategic reviews, economic impact assessments and other assignments for government ministries, local authorities and other public agencies.

During this period, I worked as an independent consultant (operating under the trading name Evalcon), advising government ministries in a number of the then new EU Member States and accession states on the evaluation of programmes funded by the European Union Structural and Cohesion Funds. This included participation in evaluation projects at both member state and at EU level (for the European Commission) and in evaluation capacity-building and training activity in several countries including Bulgaria, Croatia, the Czech Republic, Estonia, Hungary and Romania.

Head of Unit in the Finance Ministry (Department) responsible for economic policy advice, analysis of economic developments and macroeconomic forecasting. I represented the Department at both the EU and OECD Economic Policy Committees.

As Unit head, I managed the evaluation process for all six operational programmes under the National Development Plan (NDP) and Community Support Framework (CSF) for Ireland 2000-2006, which accounted for a total public investment of over €50 billion, including €3.2 billion in assistance from the EU Structural and Cohesion Funds. My key responsibilities included directing internal evaluation projects, managing externally-commissioned evaluations and advising the European Commission, the Department (Ministry) of Finance and the operational programme managing authorities on evaluation issues. During this period, I also participated in numerous evaluation conferences, seminars and other evaluation capacity-building activities organised by the European Commission as well as in the accession/new EU Member States.
