Mr. Dalling created DC2 HP Scorecard for real time view in to the DHS Scorecard to be proactive on any findings or discrepancies in the reporting. David quickly became the Subject Matter Experts (SME) for security policies, System Security principles and concepts for the Data Center Network and its Support Systems. Two major initiatives that Mr. Dalling and his team completed was the creation of the Enterprise Security Services Agreement (ESSA) and the Data Center Common Control Catalog. These two documents were a requirement for the data center to become a General Support Service provider for Government FISMA systems and was the first step in implementing the ongoing Authorization program for DHS. David was responsible for reviewing every change implemented at the Data Center for the Security impact and policy violations; this included all changes to the Tenants and Provider. Mr. Dalling was responsible for the Security of the Data-centers network and was able to close all inherited outstanding POA&Ms and successfully reduced the Vulnerability count by 90%.

David defined and documented system accreditation boundaries as well as wrote and developed new IT security policies to bring systems in accordance with FISMA regulations. He was involved as a key contributor in planning and strategy planning for the infrastructure cyber security systems. Mr. Dalling strengthened, implemented, and became an expert in System Security principles and concepts for the Enterprise Security Operations Center, for this Mr. Dalling was promoted to the Team lead. Here, David served as Lead ISSO for the CBP enterprise infrastructure protection environment under the Network Security Office (NSO). As the ISSO contractor team lead, he served as Program Office SME for security guidelines and policies. David defined and documented the mission, vision, and organization of the ISSO team and trained the ISSO department on the Authorization process and procedures. Mr. Dalling worked with system owners to fill in gaps and correct and enhance guidelines and policies to meet every changing requirements. Mr. Dalling briefed the NSO Director weekly on ISSO team’s status, strategic plan, and the organization security posture. David assisted other ISSO in creating initial System Security Plan (SSP) for a complex system with high and moderate watermarks under his prevue. He analyzed system security scans and worked with and directed engineers to fix cyber security concerns to protect the CBP infrastructure. While under Mr. Dalling leadership, David Implemented IT security Controls and resolved outstanding POAMs for his systems and helped the ISSOs on his team. He reached his leaderships and teams goals which resulted in a fully compliant score card.

Mr. Dalling used this job change to get more technical and found a new position with ESG as a contractor to help with that goal. David managed the cyber security development for 22 independent system showing a mastery in managing multiple initiatives simultaneously using project management principles and methods. While at ESG David took agile and six sigma training and implemented Agile Scrum and Lean Six Sigma in to his projects. MR. Dalling was responsible for the portfolio project planning and cost and budget management. David developed new KPIs and built and managed reports for the portfolio to show adherence to budget, insured proper billing and tracked performance and project deliverables. Mr. Dalling gathered user stories and organized technical information about the mission, goals, and needs for upcoming projects. David was eventually hired on as an FTE and promoted to an Engineering role, as a web development engineer he worked with the UX designers and developed landing pages using HTML, CSS, PHP, XML and Java Script for a multi-million-dollar web ecosystem (LDS.org).

As a Project Manager David gathered technical requirements and headed testing for new product and software. He collaborated with factory, architects, contractors, and customers to ensure project completion. A major accomplishment of Mr. Dalling was managing the project to reach SO 9001 and 14001 standards. David created the companies document repository and developed the missing technical documents and conducted training to 3form employees. He supervised two engineers, two designers, and ten project managers and provided training and support to the 97-member sales force. David headed process improvement activities to encompass multiple teams and departments. Another Large achievement was when David was promoted to Senior Project manager and took over as Senior project manager for 3form hardware including development of new hardware and offerings. This department increased sales from three million to six million through innovative solutions product offerings and proper training. Mr. Dalling develop new demo and training ideas which provided instruction on how to use new products. David controlled all 3form hardware documentation, including online collateral. Unfortunately, due to the Housing bubble crash all mid management for 3form was laid off including Mr. Dalling.

He also created all the Premier Performance IT Documentation. Mr. Dalling was also responsive for the budget and employees and contractors and had a 100% retention rate during his tenure. Some of the additional tasks David performed where he was responsible for diagnosing and solving complicated computer and networking issues, redesigning the company website, and adding functionality which added shopping and a customer and vendor portal.
