  • Under the Division of Coal Mine Workers’ Compensation (DCMWC) and the Black Lung Benefits Act, responsible for the oversight of the commercial insurance and fiduciary obligations (self-insurance) of corporations.
  • Created & implemented new Underwriting Guidelines for the DCMWC (Black Lung) self-insurance program.
  • Initiated process that established the National Council on Compensation Insurance (NCCI) as the official Data Collection Organization (DCO) for the Federal Office of Workers Compensation Programs (OWCP).
  • Replaced costly and inefficient practice of collecting Proof of Coverage (POC) filings in paper form with the industry standard of electronic-only submissions via NCCI.
  • Designed & implemented electronic Policy Management System. A system with the capacity to remediate 40 years of hard copy records and synchronize with current electronic-only submissions.
  • Authored new surety bond for use by authorized self-insurers.
