The San Diego - Vladivostok, Russia sister city relationship was establishedon September 10, 1991 by Protocol Agreement between the City of San Diegoand the City of Vladivostok - in part because San Diego and Vladivostok arehome ports of their respective Pacific fleets. The mission of the Society is to promotemutual understanding and goodwill through people-to-people contacts betweenthe citizens of San Diego, California and Vladivostok, Russia. We support anactive Sister Schools program. The Society participates in the San DiegoInternational Sister Cities Association - the umbrella group whichcoordinates San Diego's 16 sister city relationships - making the Societypart of Sister Cities International - the national coordinating group forsister cities programs in the United States.

I was a candidate for US Congress in the California 50th District in 2020 electoral cycle. I ran independently under No Party Preference. As President from 2012 - 2015 I managed and promoted San Diego's international sister cities program. (I also served as President from 2003-2006). I interacted regularly with Mayor's Office, City Council, various foreign officials and engaged widely throughout the San Diego community. My activity in San Diego's sister cities program began in 1992 with the San Diego-Vladivostok, Russia program. I guided the establishment of the pioneering San Diego-Jalalabad (Afghanistan) sister cities program in 2004. Separately, I chaired the establishment of the San Diego - Panama City, Panama sister cities relationship in 2015.The mission of the San Diego International Sister Cities Association (SanDISCA) as the umbrella organization is to increase the visibility, effectiveness, efficiency and viability of the City of San Diego's individual sister city organizations, thereby supporting their missions in the areas of cultural, educational, and economic relationships. Sister Cities relationships are permanent channels for communication and exchange, created through Protocol Agreement by the respective city administrations. SanDISCA members are citizen diplomats who support economic development, cooperation, peace, and international understanding including through people-to-people exchanges - one individual, one community at a time. SanDISCA is also tasked by the City of San Diego to guide the development of proposed new sister cities relationships.

Hookworms affect the lives of more than 400,000,000 men, women and children around the world. The most effective drugs available today work only some of the time, on some of the worms. In fact, these drugs were originally developed for veterinary medicine, not for human treatment. Our goal at Wormfree World Institute, a 501(c)(3) not-for-profit research center was to discover and develop urgently-needed drugs to free children from intestinal roundworms.

The Hillsdale Music Department Parent Association (HMDPA) is a 501c3 nonprofit corporation organized to support and promote the interests of the children enrolled in the music program at Hillsdale Middle School in Rancho San Diego, CA. Approximately 280 children were enrolled in various elements of the music program for the 2010-2011 academic year.

Exporter of Mexican seafood products to Asia and Europe. Re-engineered corporate strategic plan and executed new strategy. Responsible for international marketing & sales, logistics & documentation, Letters of Credit, financial management, and government & regulatory affairs. Integrated product development, packaging materials/design, and labeling. Interacted extensively with seafood producers, processors, logistics providers, bankers, scientists, and government officials in Mexico. Guided seafood processors through process to obtain EU sanitary certification for their facilities. Represented Cortez Seafoods at industry trade shows.

Wrote industrial sector and market analysis reports. Evaluated and contacted potential Western strategic partners for Russian industrial clients. Organized and executed company effort to establish a registered office in the United States.

Established 100% company-owned affiliate in Vladivostok, Russia. Exported non-perishable foods and beverages to Russian affiliate for sale in urban markets throughout the Russian Far East. Hired and managed Russian staff. Procured products from Western Europe and North America. Organized international logistics, documentation, and finance. Worked with numerous American and Russian government officials. Conducted studies to determine viability of importing various products from Russia.

Co-founder of California-registered joint venture with major Russian trading company. Traveled to Vladivostok, Russia to evaluate business opportunities and visit partner company management. Exported American used cars to Russia.

Visited Russian corporate clients to meet their management, analyze their facilities & business plans, and promote our company's services. Advised Russian management on business development concepts & techniques. Established links with potential investors and trade suppliers in the United States. Hired and managed Russian and expatriate staff. Communicated regularly with local & regional Russian government officials.

Conducted market research and prepared lists of potential clients in the United States. Advised CEO on regulatory procedures for technology transfer (USSR to the USA). Advised CEO on Soviet political economy, business environment, and regulatory trends. Marketed electronic equipment to Eastern Europe.
