The San Diego - Vladivostok, Russia sister city relationship was establishedon September 10, 1991 by Protocol Agreement between the City of San Diegoand the City of Vladivostok - in part because San Diego and Vladivostok arehome ports of their respective Pacific fleets. The mission of the Society is to promotemutual understanding and goodwill through people-to-people contacts betweenthe citizens of San Diego, California and Vladivostok, Russia. We support anactive Sister Schools program. The Society participates in the San DiegoInternational Sister Cities Association - the umbrella group whichcoordinates San Diego's 16 sister city relationships - making the Societypart of Sister Cities International - the national coordinating group forsister cities programs in the United States.

As President from 2012 - 2015 I managed and promoted San Diego's international sister cities program. (I also served as President from 2003-2006). I interacted regularly with Mayor's Office, City Council, various foreign officials and engaged widely throughout the San Diego community. My activity in San Diego's sister cities program began in 1992 with the San Diego-Vladivostok, Russia program. I guided the establishment of the pioneering San Diego-Jalalabad (Afghanistan) sister cities program in 2004. Separately, I chaired the establishment of the San Diego - Panama City, Panama sister cities relationship in 2015.The mission of the San Diego International Sister Cities Association (SanDISCA) as the umbrella organization is to increase the visibility, effectiveness, efficiency and viability of the City of San Diego's individual sister city organizations, thereby supporting their missions in the areas of cultural, educational, and economic relationships. Sister Cities relationships are permanent channels for communication and exchange, created through Protocol Agreement by the respective city administrations. SanDISCA members are citizen diplomats who support economic development, cooperation, peace, and international understanding including through people-to-people exchanges - one individual, one community at a time. SanDISCA is also tasked by the City of San Diego to guide the development of proposed new sister cities relationships.
