David was the Chief Information Officer of the Queensland Audit Office (QAO), which is the independent body that provides Queensland Parliament with independence governance of public sector accountability and performance. David provided the technological vision for QAO, the development lifecycle management of the IPSAM nationally deployed audit system, including national client helpdesk and was responsible for the corporate image, and communication portfolio. As CIO, David was required to:• Provide the strategic management and IT governance of QAO Information Services through the Information Steering Committee.• Collaborate with senior executives to ascertain and align business and information systems priorities.• Lead the service and development provision of the IPSAM audit systems to the national customer base as primary service provider.• Represent QAO on the Whole of Government Chief Information Officer’s Leadership Committee. • Facilitate and lead the development and implementation of strategic and operational plans, policies and procedures.• Manage the corporate identity and communications efforts through the communications strategic plan.• Collaborate with the Finance & Risk Committee to identify, manage and mitigate risk to the QAO. • Develop and manage the IT Operational and Capital budgets.• Responsible for all IT activities including project life-cycle management, vendor management, applications development and support, infrastructure services, applications and technology architectures, business intelligence, data centre operations, IT security, and end-user and application support. • Manage and monitor progress to ensure alignment of resources to priorities.
