Monitoring And Evaluation Officer
As the only tripartite U.N. agency, since 1919 the ILO brings together governments, employers and workers of 187 member States, to set labour standards, develop policies and devise programmes promoting decent work for all women and men. The main aims of the ILO are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues. • Under the overall responsibility of the Director of ILO CO-Abuja, I am responsible as the Monitoring and Evaluation Officer for the implementation of the Comprehensive M&E Plan for the projects and program, contribute towards knowledge management including documentation and dissemination of lessons learned, good practices, and recommendations for targeted piloted and scalable activities; and contribute to technical progress reports and support with the planning and implementation of internal and independent evaluations.. I closely worked under the direct supervision of the Project Director and receive technical guidance and support from Regional ILO M&E teams and the Fundamental Principles and Rights at Work Branch (FUNDAMENTALS) Research and Evaluation Unit.
Monitoring & Evaluation Coordinator
• Oversee the development and implementation of the organization project and program MERL Framework ensuring it is gender transformative to capture project performance and results, data systems, assessments, M&E activities. Developing guidance with a gender & inclusion lens, for project baseline & needs assessment, mid-term review and end-line assessment and supporting country teams to adapt to their context and to prepare and implement. Developing/updating standard tools for monitoring project indicators, train country teams and consultants to apply consistently.• Lead the proposal development component of the Monitoring, Evaluation, Research and Learning. Ensure the effective implementation of MELS policies, procedures and guidelines for country specific projects.• Ensure proper use of available digital tools and technology for effectively managing MELS activities, support partners in preparing MELS plans and digital tools for data collection and management.• Provide coaching and training to equip MELS staff to deliver the assigned responsibilities efficiently.• Managed and supervised MERL Budget for the NHF, UNWFP, USAID, DFID/FCDO funded project. Identify, document and share Project and organizational most significant evidence-based success and change stories, lessons learnt and best practices using a multi-media platform.• Work closely with other technical leads to constantly develop materials to update sectoral/clusters with case studies, process documents, research briefs and other publications of the project; Lead quarterly exercises to elicit lessons learned, to answer learning questions, and track inputs, outputs, outcomes and impact and link to the project’s Theory of Change.
Monitoring And Evaluation Officer
• Manage the M&E Budget of £2.5 million project and responsible to capture project performance and results, including data reporting, assessments, and all monitoring and evaluation activities in DFID/FCDO, UNICEF, ECHO and UNWFP funded Livelihood and Nutrition project.• Produce contents for report, events, success stories and other communication product for information dissemination.• Provide accountability and ensure efficiency in tracking progress and success including monitoring value for donors’ fund. Review, refine, analyze and monitor the key performance indicators to be tracked on a regular basis.• Ensured that relevant data (5Ws, 3Ws and related MIS data) are entered into organization-wide data management system designed to capture, analyse, and disseminate project data. • Collect and authenticate all information sheets (beneficiary lists, registration forms, distribution lists, and others) for quality programme delivery.• Lead in the conduct of emergency assessments, impact assessment, needs assessment, baseline, endline assessment or any other assessment for findings to informed proposal development and reporting of results.
Data Management Officer
• Responsible for managing data systems, Information Systems, and providing IT support to project staff in data collection systems, portal and websites maintenance for the organization. Provide communication within Plan International Nigeria, partners and related government institutions. Manage the Information and database systems of the organization interfacing with other programme team members and contribute towards the capacity building of Plan Internationals implementing partners.• Ensures quality of data coordinating schedules and maintains work instructions and Standard Operating Procedures ; conducts Data Quality Assurance (DQA), verify and validate data.• Prepares reports and documents summarizing project results. Conduct routine coordination with Plan International staff and consultants, on-site and in the field. • Contribute to writing proposals and work plan development.
