In this position I manage a $30 million child welfare system of care for children and families in Philadelphia, serving over 1000 families with child abuse prevention services, foster care, and adoption and other services.

This position provided executive direction and management of the Community Impact investment strategy, including leading the effective investment of $25+ million in the regional health and human services system; seeking out opportunities for revenue generation through grants, contracts, and by collaborating with other agencies on strategic initiatives; managing pivotal United Way collaborative projects, including Graduate! Philadelphia, the Job Opportunity Investment Network, Project U-Turn, Philadelphia Social Innovations Journal, Coming of Age, Communities for Public Education Reform, Success By 6, and others; representing United Way in collaborative efforts with government, foundations, other non-profits and businesses; building effective relationships with key constituents; measuring the effectiveness of Community Impact investments; supporting the identification and development of key messages to communicate United Way's results; developing and preparing research and reports on identified community needs, progress achieved, and strategies for effectiveness; and provide leadership, supervision and effective management support to 25 professional staff and over 200 volunteers.

This position involved oversight of an extensive network of governmental and community-based programs aimed at preventing child abuse, neglect and delinquency in the City of Philadelphia. I was appointed by Mayor John Street to develop and lead a new Division of the Dept. of Human Services for Community-Based Prevention Services in November, 2000, which included two direct service units: the Office of Community Family Support and the Office of Truancy and Delinquency Prevention Services. In this position I was responsible for supervision of 82 staff and an annual budget of $96 million supporting over 200 community-based partner agencies.

This position involved policy and program planning activities related to children's mental health services in Philadelphia public schools. It included establishing behavioral health interventions in 110 public schools in Philadelphia to prevent unnecessary involvement in the behavioral health system and assure the provision of quality behavioral health services when appropriate.

In this position I built and provided executive oversight of a $4m self-help initiative to empower low-income people living with HIV disease to provide housing, health and social service support to each other, and to advocate for the expansion of public health and social services to low-income and homeless people living with HIV disease in southeastern Pennsylvania.

In this role I established the first comprehensive public health response to the AIDS epidemic in Philadelphia, including developing and supporting an array of disease prevention and health and social service networks for people at risk of and with HIV disease in Philadelphia.

In this role I represented 13,000 hospital and nursing home employees in the Philadelphia area to improve economic benefits and quality health care services, provided media representation and financial management of a $4 million annual budget, and provided oversight to health insurance, training and pension programs.
