I lead the financial and business operations of a growing tri-county Community Action Agency with an annual budget of $60+ Million (2024). Our primary program areas are Early Childhood Education, Community Services, Information and Referral Services, Energy Assistance, Housing Assistance, Weatherization, Housing Assistance, and Affordable Housing Development. My role as CFO includes executive level oversight of financial reporting, budget development and implementation, risk management, and other fiscal functions of the agency, and direct oversight of affordable housing development operations and social enterprise activities, as well as working with the Executive leadership team on strategy and organizational development.

I provided financial leadership to a $40 Million grant-funded program focused on Training and Technical Assistance to Early Childhood Education field, including financial reporting, analysis, forecasting, budget development, contract management, and human resources. Success is achieved by providing excellent service to internal clients and external customers of NCQTL fiscal services.

I developed training materials promoting best practices for compliance with federal regulations on financial management issues for grant-funded programs, acted as expert resource for Head Start grantees with financial management and facility operations questions, and trained Head Start grantees nationwide on financial management topics including financial reporting and auditing, cost allocation, non-federal share rules and regulations, and facility development. Contract ended October, 2011.

I prepared expert analysis, interpretation and advice to Federal staff on fiscal and governance-related statutory requirements, regulations, and emerging issues related to Head Start program operations, provided expert analysis, interpretation and advice to Federal staff on fiscal and governance-related statutory requirements, regulations, and emerging issues related to Head Start program operations, and performed risk assessments on grantee organizations to identify areas of potential concern in financial and administrative operations.

I provided leadership to the fiscal department of multi-program human service agency with an annual budget of nearly $20 Million, funded primarily through the receipt of Federal grant awards. This included supervision of fiscal staff; development and implementation of Agency fiscal policies and procedures, development of program budgets, and assurance of fiscal compliance with funding and licensing agency requirements. Directed Fiscal Services response to Agency expansion from $12 Million annual revenue to $19 Million annual revenue, including implementation of MIP Accounting software package.

Progressively responsible accounting, auditing, and financial administration responsibilities within the Seventh-day Adventist church corporate structure. Work responsibilities at different times included managing the payroll process for approximately 70 full-time employees and 50 part-time employees; responsibility for preparing financial statements for operating, plant, and special-purpose funds, serving as primary interface for local church treasurers and external auditors, coordinating and assisting with audits of Seventh-day Adventist church entities in accordance with generally accepted auditing standards, assisting audit clients in implementation of new accounting standards, coordinating development and maintenance of new computerized accounting system with IT personnel, and general accounting duties.A unique assignment I was given by the Adventist Development and Relief Agency (ADRA) was a posting to Baku, Azerbaijan, where I was responsible for managing all financial aspects of ADRA activity in the Country Office, including a $1.8 Million dollar USAID grant, payroll for national staff, and setting up the accounting system in the Azerbaijan country office. I also acted as ADRA representative in the humanitarian aid community in Azerbaijan in the absence of the Country Director.
