David holds a Bachelor’s Degree in Urban Development & Accounting and a Master’s Degree in Real Estate & Urban Development from American University in Washington D.C. A former partner in the real estate appraisal and consulting firm of Lipman Frizzell & Mitchell LLC since 1989, and an associate since 1978, he holds the MAI designation of the Appraisal Institute and the CRE designation of the American Society of Real Estate Counselors. He is past president of the Maryland Chapter of the Appraisal Institute and past President of CHAI, a non-profit housing agency focusing on northwest Baltimore neighborhood stabilization and on housing for seniors in Pikesville and Owings Mills.
