U.S. Army Command And General Staff College

Assistant Professor of Unified Land Operations (operational/strategic): Responsible for performing duties as a supervisor, instructor, writer, and evaluator facilitating the Command and General Staff Officer Course (CGSOC) in the Common Core and Advanced Operations Course(AOC) curriculum. Presented graduate-level lectures, conceptualized and conducted research, assisted graduate-level curricula and courseware development, while teaching, revising and evaluating subjects, including: strategy, international relations, regional studies, US national security affairs, joint and multinational operations, and interagency coordination, military tactics, military history, leadership, logistics, force management, ethics and others. Served as a mentor and coach for all students and for more junior instructors.

Camp Zama, Japan

Supervised the Security Cooperation and Bilateral Affairs Directorate for US Army Japan. Advises Commanding General and his staff on strategy for maintaining a strong bilateral relationship between the US Army and Japan Ground Self-Defense Force (JGSDF). Frequently interacted with the Government of Japan (GOJ), the Japanese military services, the Japan Defense Agency, prefectural and local governments, and other host nation agencies on a habitual basis.

The Pentagon

Served as principle policy advisor to the Office of the Secretary of Defense on all matters pertaining to U.S. security policy towards Japan. Developed, recommended and executed Japan policy and strategy for the Secretary of Defense and other senior Department of Defense officials. • Credited as the prime mover and architect of the U.S.-Japan Defense Policy Review Initiative (DPRI) negotiations: drafted the initial negotiation and coordination plan, as well as the initial Common Strategic Objectives Japan later agreed to; coordinated and managed all aspects of the talks; negotiated and led other negotiators at the bilateral Secretary of State/ Minister of Foreign Affairs, Secretary of Defense/Minister of Defense level and below, to include the National Security Council (NSC), Joint Staff, US Pacific Command (PACOM), Department of State (DOS)and other organizations. The result has been the most extensive realignment of the U.S.-Japan security relationship in over four decades, with an estimated potential cost of over $12 billion. DPRI has been cited by successive PACOM commanders as one of PACOM's most important strategic Initiatives in Japan. • Credited as the key facilitator and negotiator coordinating Japan's participation in Operation Iraqi Freedom.• Represented OSD on the U.S.-Japan Joint Cooperative Research Program, working on the spiral development of the Standard Missile 3.• Developed and briefed policy to the Secretary of Defense and other senior U.S. government officials.• Coordinated visits to the Secretary of Defense from Japan’s Defense Minister, Foreign Minister, Diet members, and other high-ranking Japanese officials.• Frequently coordinated with the Joint Staff, the State Department, the National Security Council and other organizations.• Drafted correspondence between the Secretary of Defense and the President of the United States.

Baghdad, Iraq

Served as the principal administrative, operational and policy advisor to the Director of the Office of Policy, Planning and Analysis, Coalition Provisional Authority (CPA), Iraq. Developed, recommended and executed support for the office, including transportation and security in a combat zone. Lead security planner for the CPA Strategic Plan, encompassing $3 billion worth of U.S.-funded programs for Iraq's armed forces, police, border patrol and emergency services.• Personally vetted and deployed by the Secretary of Defense.• Managed and coordinated the security sector of the CPA Strategic Plan. Coordinated actions with all sections in the CPA, as well as with OSD, U.S. Central Command, Combined and Joint Task Force 7, NSC, CIA, Department of State (DOS), USAID and other pertinent organizations.• Developed and coordinated the establishment of Joint Coordination Centers (JCCs), which coordinate actions between coalition armed forces and Iraqi security forces and emergency services, in all 18 of Iraq's provinces.• Drafted the first post-CPA civil-political presence plan for Iraq, as well as a counter terrorism plan for the provisional Iraqi government; helped coordinate the stand-up of Iraq's National Security Committee.• Coordinated with the NSC Staff, OSD, DOS and USAID the turnover and post-CPA management of the CPA Strategic Plan.• CPA representative to a Security Assessment team sent from the Pentagon to assess the security sector of the CPA Strategic Plan.• Drafted opening and closing of a report on the status of CPA progress from Secretary of State Colin Powell to UN Secretary General Kofi Annan.

Coordinated U.S. security initiatives and implementation of U.S. –Japan defense policy among U.S. Forces Japan headquarters, the Government of Japan, the U.S. Embassy and the component services in Japan. • Key negotiator for the 2001 Special Measures Agreement, a host nation support agreement which continues to net U.S. forces in Japan nearly $5 billion a year.• Drafted the 2000 Joint Statement for the Secretaries of Defense and State, and the Japanese Ministers of Defense and Foreign Affairs.

Represented the Commander, U.S. Forces Japan to the four component services on Okinawa. Advised the senior commander on Okinawa, a three-star general, on the Mutual Security Treaty, the Status of Forces Agreement, and U.S.-Japan defense policies. Coordinated between U.S. Forces Japan, the four component U.S. military services and local, prefectural and central government organizations.• Re-established, after a four-year gap, a Liaison Committee on Okinawa that brought together the U.S. military with the prefecture (including the governor), and the Japanese central government.• Established the first all-military-component Okinawa Public Affairs Working Group to coordinate a unified voice on U.S. policies on Okinawa,

S-3,Operatins Officer and later Executive officer of an MTOE battalion with TDA augmentation, providing tactical, strategic and C4 sustaining base information support to U.S. Army, Japan and subordinate units. Responsible for advising on, and the execution of the commander's policies regarding personnel, resource management, force development, security and logistics. Managed $10 million budgets and assets worth $12 million for the commander. Implemented the commander's Family Support, Total Quality Management and operational inspection programs. Advised the commander on all aspects of readiness and efficiency. Acted as battalion commander in the commander's absence.• Led the battalion to several "best in the brigade" evaluated areas two annual inspections in a row.• Led an effort on the information and analysis section of the Army Performance Improvement Criteria program, which was cited as an important factor in Camp Zama being selected as an Army Community of Excellence in 1996.• Drafted the first bilingual Total Quality Management Vision and Goals statement in U.S. Army, Japan.• Selected as the 1996 516th Signal Brigade Officer of the Year and as the 1996 Honolulu-Pacific Federal Executive Board Military Officer of the Year (the latter out of a potential pool of 10,000 candidates).
