Resource AdequacyErcot May 2016 - Aug 2016Taylor, Tx, UsI developed a novel framework for risk-based transmission planning combining power flow models, transmission and generator outage tools, and statistical sampling and clustering methods. The method could support transmission expansion project evaluation and decisions between transmission investment alternatives to meet NERC's transmission planning standards.By invitation, I present this research to the ERCOT board and as part of a risk-based planning panel at IEEE Power and Energy Society General Meeting.We applied this method using the full ERCOT network model to evaluate actual, proposed transmission investment alternatives. The sample project showed the viability of the proposed framework as well as the current limitations in power flow and remedial action software to fully implement this project as a software tool. We communicated these requirements to software vendors and research partners. -
