Supervised compliance and training programs for approximately 2,000 employees• Advise the global human resources department on two successive restructurings resulting in approximately $20M in annual savings, conducting internal investigations, handling disciplinary matters, and managing employee immigration applications• Manage external counsel on multinational litigation including CMOC Sales and Marketing v Persons Unknown involving worldwide freezing orders against unknown persons for $13M in funds that had been stolen from CMOC by a sophisticated cyber-fraud organization

• Represented CAWCD in negotiations with the United States government and various private and public counterparties on the Colorado River Basin Drought Contingency Plan• Counseled senior management on EHS matters including NEPA reviews, the EPA Waters of the United States rulemaking, OSHA and ADOSH compliance, a CERCLA site cleanup in Nevada, and the Colorado River habitat conservation plan administered under the ESA• As part of a multi-state PRP group, represented CAWCD in settlement negotiations in Tronox v Kerr-McGee, the largest environmental settlement in US history and which involved the cleanup of perchlorate contamination at an industrial facility in Henderson, Nevada• Supervised outside counsel in Navajo Nation v Department of the Interior (9th Circuit) on water supply issues and in Ak-Chin v CAWCD (D. Ariz.) on Indian water rights settlements• Represented CAWCD in meetings with legislative and executive branch officials at the US and state level, and negotiations with representatives of the United States, Mexico, Native American tribes, and other western states• Drafted, reviewed, and negotiated contracts including goods and services procurement, real estate development, transmission easements, operations and maintenance, and infrastructure development project contracts• Advised the finance department on rate-setting, repayment obligations, tax levies, and legislative audits
