About David Keener

Working in IT for over 30 years now. I get my hands on hardware and software everyday. And there are many, many different issues. That's my favorite thing about this job. There is always something new. And I am always learning. I still hold my records management roots close. I continue to push in new directions. I've learned a lot about the cloud. I have completed multiple SharePoint migrations. Both on-prem to on-prem, as well as on-prem to cloud. Worked with the team here to perform extremely complex migrations of software, email, and custom applications. I really enjoy getting back in the network closets and racks. Upgrading and replacing equipment and wiring. It's so satisfying bringing order to chaos! All very rewarding work. The history... 4 years with CompuNet Systems (MSP) fixing and upgrading across the technology spectrum. A great place to work. I enjoyed it a lot.Over 20 years at Lorain County Recorder's Office. I learned so much. The Lorain County Recorder's Office records property records, veterans discharge papers, and certain types of liens. We also provide access to those records 24/7/365. Public service, and improving access to our public records is the main focus of my job. I have worked in the Lorain County Recorder's office in one capacity or another since 1996. My duties have become more administrative and involve writing policies and procedures. My job also includes payroll and personnel management. I have presented for the International Association of Government Officials (IaoGo/iGo) on the topics of ransomware and cyber security. I have presented for the Columbus, Ohio Chapter of the Association of Records Managers and Archivists (ARMA) on the topics of ransomware and cyber security.I have presented to the Ohio Recorder's Association (ORA) on the topic of Block Chain.I have a fundamental role in the development, production and delivery of the Lorain County "Good Deeds" program. Good Deeds is a land title awareness outreach program that helps educate the public by giving them free access to real estate and probate attorneys. This program provides the public with information on how they currently hold title to their land, vehicles, and watercraft. It allows them to plan for the future by discussing different methods of conveying their interests when they pass away.Specialties: Document imaging and document management. Digital imaging hardware. Micrographic hardware. Hybrid micrographics hardware. Digital imaging best practices. Block chain application development.

  • Lorain County Recorder'S Office
    Chief Deputy
    Lorain County Recorder'S Office Jul 1996 - Sep 2019
    Elyria, Ohio, Us
On January 14, 2014 I accepted a promotion to Chief Deputy. Almost 20 years of working in the Recorder's Office has allowed me to work in different capacities. As I learned new things, I found myself comfortable, even anticipating, handling high-level personnel and labor issues. From labor contract negotiations, employee discipline, and payroll management, to complex document management, research, and customer service. It has been a very rewarding career working in the Public Sector. When I started working for Lorain County I never imagined just where I would end up. I am so blessed and humbled to have the opportunity to learn and advance in my career. My experience has focused on document and records management, with an emphasis on digital storage and retrieval. I have worked with and maintained records across several different media types. I effectively implemented a de-duplication process that allowed our documents to be given directly back to the customers, eliminating 50% of the office paperwork, and increasing efficiency through the use of digital records technologies. The public is happy to have their recorded original documents back immediately. The recorded document is instantly available for retrieval from our website, improving research capabilities. The scanned document image is then used to further index the record. With my promotion to Chief Deputy, I was formally appointed to handle human resource responsibilities in the office environment. These responsibilities specifically include payroll management, budget management of over $2 million dollars annually, staff training and evaluation, determining workload and workflows, staff discipline, and labor management. I have a very positive relationship with both the staff and Judy Nedwick, the elected County Recorder. I believe in personal accountability, and I treat others as I expect to be treated, and that has yielded a very pleasant and motivated work environment.
