About David Labarca

David LaBarca, ACT-IAC Fellow, leads a cross-agency portfolio in VA/DHA at LMI. Formerly, he was the vice president for customer mission success at JJR Solutions, a Service-Disabled Veteran-Owned Small Business (SDVOSB) in Dayton, Ohio that was acquired by LMI on 3/18/2024. He worked diligently for 8 years to help execute and grow JJR's presence at VA and DHA, as well as developing internal business processes.LaBarca leverages his unique blend of biomedical engineering training, process improvement expertise, and organizational change management experience to support the U.S. Department of Veterans Affairs (VA) and the Defense Health Agency (DHA) in increasing people’s health and well-being. As he helped grow JJR’s service line of VA contracts, LaBarca advanced to the role of JJR Portfolio Director. In addition to MRSS, he led JJR’s efforts for the VA Office of Mental Health and Suicide Prevention (Suicide Prevention Program Support for Research and Program Evaluation), the VA Chief Learning Officer (Integrated Training Support), and, most recently, the VA Office of Information and Technology’s Veterans Crisis Line (VCL) Modernization and the SSA Office of the Commissioner’s Digital Transformation for improved Customer and Employee Experience.Prior to joining JJR, LaBarca supported a variety of VA health research-related contracts as a contractor and then worked directly for VA as a research health science specialist. Always interested in growing collaboration between Federal agencies and consultants, LaBarca is active in the American Council for Technology - Industry Advisory Council (ACT-IAC). There he serves as the VA/Defense Health Agency (DHA) liaison to the ACT-IAC Health Community of Interest. In 2022, he was selected for ACT-IAC’s Voyagers program, which puts rising Government and industry high-achievers into an eight-month collaborative partnership to enhance their leadership and communication skills.LaBarca is a graduate of Drexel University, having earned his Bachelor of Science (BS) and Master of Science (MS) degrees in biomedical engineering there. He is a certified Project Management Professional (PMP®), Certified ScrumMaster (CSM®), Certified SAFe Agilist, Prosci® Certified Change Practitioner, and a certified Lean Six Sigma Black Belt.
