• Executive-level, second in command of the Coast Guard’s largest operational District and 2,000-member workforce. Responsible for coordination/oversight of mission execution, financial management, personnel, infrastructure, legal, IT, and governmental/public/international affairs for a 12.2 million square mile operating area encompassing 35 Pacific Island Countries and Territories.• Direct supervisor for four 06 commanding officers located in Japan, Guam, and Hawaii, as well as eight D14 headquarters staff division chiefs ranging from O-3 to O-6.• Principal coordinator for all District 14 COVID-19 related force protection activities, ensuring personnel readiness, effective maritime presence, and safe mission performance.

• Led diverse group of military, civilian, and contracted professionals in “start up” of the Coast Guard’s first and only Cyberspace Forces program office. • Responsible for strategy and policy development and implementation; budget development and execution; workforce development and advocacy, and; Interagency program coordination. • Established strong/lasting partnerships with White House/National Security Council, DHS, Intel Community, Law Enforcement Agency, U.S. Cyber Command, and DoD/Joint Staff cyber elements.

• Served as Staff Director/Executive Assistant/Deputy for new “start up” coordination group responsible for leading White House and Interagency efforts to reduce the availability of heroin and fentanyl in the U.S. • Supported an SES Associate Director and directed a diverse staff comprised of and SES-level State Dep Foreign Service Officer, ONDCP GS15/14/10, DoJ GS15, DEA GS14, Navy O4 and O5, and Army O6 and O5.• Supported Coordination Group in the development and execution of the White House Heroin Availability Reduction Plan, which involved extensive coordination with National Security Council, Interagency, Intel Community, U.S. Embassy, and International partners.

• Commanded the Coast Guard’s largest overseas command, a 250+ (E3-O5) expeditionary unit plus detachments in Kuwait and Afghanistan, supporting U.S. Central Command (CENTCOM) and U.S. Transportation Command (TRANSCOM) combat and other national security objectives. • Personally responsible to Commander, U.S. 5th Fleet for effective operational, materiel and personnel readiness of six 110-foot Island Class patrol boats, cutter maintenance detachment, 6-person Kuwait forward operating base (FOB) and one Deployable Specialized Forces Advanced Interdiction Team (AIT). Also responsible to TRANSCOM for 27-member Redeployment Assistance and Inspection Detachment (RAID) with three teams in forward combat areas. Oversaw $14M operating budget and $50M in property/spare parts. • Responsible for 6-person Maritime Engagement Team (MET) and associated training facility (classrooms, defensive tactics instruction area, air gun “shoot house” ship mock up, concealed compartment training dhow, etc.) in providing Maritime Law Enforcement training to Coast Guard, Navy, U.S. Special Forces, and International partners conducting counter-narcotics operations throughout the Arabian Gulf and Indian Ocean.

• Served as primary interface between Coast Guard, Navy Headquarters (OPNAV), Naval Sea Systems Command (NAVSEA), and Space and Naval Warfare Systems Command (SPAWAR) staffs for ~ $30M annual budget and requirements for the Navy Type/Navy Owned (NTNO) program, which supported the maintenance and procurement of Coast Guard fleet combat and electronics systems. • In addition to Coast Guard duties, selected to serve as a Branch Head (typically reserved for Navy Surface Warfare Officers) within the Office of Surface Warfare (N96), responsible for resource sponsorship and requirements issues for the Navy’s Ship Self Defense System (SSDS), Surface Navigation, Air Warfare Ship Self Defense Test and Evaluation Enterprise (T&E Enterprise), and Combat Systems Sequencing System (CSOSS) programs totaling $1.3B across the Navy’s 5-year budget.• Served as Executive Secretary to O6-led USN/CG Permanent Joint Working Group (PJWG) for Combat Systems, and regularly briefed the National Fleet Board (NFB), comprised of Navy and Coast Guard Flag Officers representing Human Resources, Intelligence, Logistics, Requirements, Resources, and Acquisitions directorates of each service.

• Ultimately responsible for the safety, well-being and discipline of the crew on a 1,100-ton Medium Endurance Cutter, and the execution of Homeland and National Security missions, migrant and drug interdiction and search and rescue operations from the waters off New England to the coast of South America. • Led crew of 85, deployed air crews, and managed multi-vessel surface task forces. • Ensured unit compliance with applicable laws and regulations. Implemented strategic unit plan through vision, dynamic leadership, partnering, public affairs, and knowledge management. Promoted personnel readiness through aggressive professional training, advancement opportunities, and workload management.

• Supervised staff of 20, including four GS14s, three GS13s, three GS12s, five GS11s, one GS9, two O4s, and two O3s. • Responsible for the ethical and effective management of $4.8B in annual funds; $2.9B military pay account; $831M civilian pay account, and; $1.1B retired pay account. • As Personnel Allowance List (PAL) manager, responsible for the oversight of more than 60,600 active duty, civilian, and reserve billets, plus the associated organizational structure in accordance with U.S. law, CG regulations, and Congressional intent.

• Commanding Officer of U.S. Navy 179-foot Coastal Patrol Ship on loan to the Coast Guard to mitigate gaps in its aging patrol boat fleet. Conducted independent and joint operations demanding multi-mission effectiveness. Missions included law enforcement, search and rescue, military readiness, homeland security, international engagement, and humanitarian service. • Solely responsible for safe and effective operations of cutter and safety and well-being of 29 crewmembers. Managed $367K operating budget.• Skillfully adapted U.S. Navy surface combatant to Coast Guard service, while maintaining Navy maintenance program and Naval Warfare readiness for subsequent turnover back to the Navy.

• Responsible for annual Office of Management and Budget (OMB) Program Assessment Rating Tool (PART) reviews and Budget/Performance Integration issues associated with the President’s Management Agenda (PMA). • Served as aide to the CG Chief of Staff in his role as inaugural chairman of the Department of Homeland Security’s Joint Requirement Council (JRC), which was responsible for the review and approval of all major DHS acquisitions, to include the $17B recapitalization of the Coast Guard deep-water fleet of more than 100 major ships, 200 aircraft, and shore-based command and control, support, and logistics systems. • Hand selected to deploy to New Orleans following Hurricane Katrina as staff to the Principal Federal Official (PFO) for recovering/disaster management operations.

• Solely responsible for safety and efficiency of 18 personnel and $18M cutter.• Skillfully managed operational risk associated with missions such as search and rescue, counter-drug, migrant interdiction, and living marine resources to ensure success. • Regularly deployed for extended law enforcement patrols in the greater Caribbean, requiring careful logistics and navigation planning.

• Served as Maritime Search and Rescue Planning and Coordination specialist for the CG’s Great Lakes Region. • While on watch, responsible for operational oversight of cutters, helicopters, response boats, ice rescue teams, and shore-based personnel employed in search and rescue activities. • Managed District 9 OPERATION SUMMERSTOCK program, which augmented Search and Rescue station crews with additional reserve personnel manpower throughout the summer boating season.

• Second in command of geographically isolated 110-foot Island Class patrol boat and 18-person crew that operated from Southeast Coast to the deep Caribbean.• Served as primary ship handler and boarding officer, and oversaw all personnel, medical, finance, supply, legal, and administrative functions onboard. • Deployed to the Florida Straits for mass rescue of Cuban migrants in what became known as OPERATION ABLE VIGIL, the Coast Guard’s largest migrant interdiction operation.

• Equivalent to entry-level junior executive position. In addition to primary duties as Deck Watch Officer, served as Communications Division Officer, Assistant Navigator, boarding officer, and landing signals officer. • Conducted multi-mission operations ranging from Fisheries Enforcement boardings in the waters off New England, to migrant and drug interdiction patrols in the deep Caribbean.
