I lead a program funded by the Millennium Challenge Corporation (MCC) supporting the Timorese government to create a center of excellence to train secondary education teachers.

I lead a team of in-country and overseas advisers to implement a comprehensive education support program. Our program works with the Government of Vanuatu to improve access, quality and management of its education services. We focus on early childhood and primary education.

I led the expansion and consolidation of Catalpa's education programs in Asia, Pacific and Latin America. My major accomplishment has been the development of a comprehensive ed-tech program in Timor-Leste supporting teachers and school leaders to improve their effectiveness.

I continued my previous work as education specialist, advising and supporting the Education Capacity Development Facility to achieve its goals.

I assisted the shift of the Australian government education investment program in Papua New Guinea from access and management to include also quality. I drafted a series of comprehensive sector analyses focusing on various aspects of education system development, such as equity, quality and management.

I advised and managed the K-12 development operations of the firm in Brazil. In addition to it I also designed and conducted teacher training programs with the Rio de Janeiro state public education system, focusing on helping teachers use education technologies in their classes.

I lectured a graduation course, on Modes of International Cooperation for Development at the Institute for International Relations, at the PUC-Rio.

I guided recreational divers in offshore dive sites, supported maritime operations such as equipment rescues, filming crews and biodiversity research where experienced scuba divers were required.

I designed and conducted teacher training workshops at the Colégio Pedro II. This College was running a pilot program on teacher professional development. The focus of the workshops was on promoting and testing innovative classroom practices.

I supported the World Bank Institute´s efforts to design and implement an operational knowledge exchange dedicated unit within a public non-government agency in Brazil.

I worked as a research assistant investigating practices and trends in the Brazilian South-South Cooperation industry, in a research commissioned by the World Bank Institute.

I reviewed a national education strategy document for an Asian country.

As the Unesco's education specialist in Rio my job was to support the municipality to modernize and improve its public education system. Rio de Janeiro has the largest municipal education system in Latin America, and its size correlates strongly to its problems.I advised the design of specific interventions and strategies to improve the quality and effectiveness of the system. These interventions can focus in areas such as;-science education;-accelerated learning;-literacy and numeracy skills improvement; -conflict resolution and school management;and many more.

As a volunteer, I worked with the small local NGO Orsokotil, and their partner Belun, which is supported by the Columbia University CCR, to achieve their official registration. Together we not only were registered as an official NGO, but we also received two grants, one in cash and the other in kind, allowing the development and implementation of their village water system.

In this assignment I worked with the recently established Civil Service Commission (CSC) complementing and building their capacity to develop and implement policies, conduct training, procure external training providers, produce study material and design and evaluate skills and knowledge. I supported the CSC in assessing the impact of their policies in other government agencies, specifically in monitoring with sound statistical procedures the impact of the also recently approved Civil Service Performance Assessment Framework and also proposed strategic recommendations for its improvement.I have also promoted the inceptual discussions for the establishment of an independent government auditing capacity agency. These discussions involved multi-donor co-ordination and management of the relationship between the national executive, judiciary and legislative.

In this assignment I supported the Ministry in closing down the previous World Bank funded project (Fundamental School Quality Project – FSQP), and in the designing and submission of the new projects PESP and ESSP. I also assisted the Directorate of Planning and Development of the Ministry in the development of management, monitoring and evaluation system, so as to allow the projects to be fully integrated into the Ministry structure, aligning the project to the Paris declaration principles.

I advised and supported the ministry of education staff to develop programmes, policies and regulations in an effort to create an effective and sustainable Technical and Vocational Education and Training (TVET) system. I also worked with technical-vocational institutions’ staff promoting education management and evaluation systems.

I developed the management capacity of local counterparts to the Brazilian Government cooperation projects in Timor-Leste, strengthening the management of the Becora Vocational Training Centre.

I assisted in the design and implementation of an internet based system for the Government procurement system that integrated the guidelines of UNDP, World Bank and the Interamerican Development Bank with the Brazilian Procurement Legislation.

Subsequent to the Government decree to add Philosophy as a compulsory high-school course, I worked in first draft of the new Philosophy curricula (following the Minimum Curricula Guidelines) for the Colégio Compacto.
