Spearheaded creation of new regulatory regimes to support dockless bikeshare in Dallas, Phoenix, San Diego and Washington, DC. Campaigns focused on regulations to reduce excessive fees, limits on numbers of bikes in jurisdictions, and parking requirements. Departmental Launch. Built 11-member government affairs team from ground up by recruiting top government and external affairs staff and consultants in 3-month period. Proactively engaged Congress on the BOTS Act of 2016 to advocate for consumer protection in the ticket resale market. Resulted in convening of hearing through Senate and eventual passage of the legislation into law. ϖ Coalition Building. Successfully defeated MFA (Marketplace Fairness Act) in 114th Congress. Spearheaded coalition of fiscally conservative legislators and entrepreneurs to thwart internet sales tax legislation that would have been detrimental to US small businesses. ϖ Grassroots Organizing. Led the efforts to create the online grassroots website “StubHub Concourse” to encourage ticket resellers and consumers to interact with state, federal and international lawmakers. ϖ Budget Reallocation. Conducted full-scale budget reassessment in 2015 after divestiture from PayPal which halved prior funding. Reallocated resources in alignment with strategic plan to ensure appropriate advocacy headcount and political giving. Resulted in stable budget for 2016-17.ϖ Executive Engagement. Conducted large-scale effort to educate executives on state, federal and international legislative priorities post-PayPal divestiture. Engaged executives through congressional fly-ins and preparation for testifying before Committees. ϖ PAC Fundraising. Relaunched eBay PAC after 2/3 loss of PAC giving due to PayPal divestiture in 2015. Educated new executives around importance of contributing to advocacy of public policy issues.
