About David Lybarger

Most of my employment supports DoD contracts that provide engineering- and technical-support services. These services are used to provide life-time support engineering, special initiatives, R & D efforts, testing, and training in a live setting. The organization encompasses multiple interconnected DoD systems across multiple, overlapping baseline configurations. This complex system undergoes constant technology refreshes and other modifications while in constant use by many contractors and DoD agencies. Here, I prefer to work in “adhocracy” workgroups, and Integrated Project/Process/Product Teams (IPT). When leading, I comfortably switch between laissez faire and democratic styles to interact with others. The theme of my employment is research and investigation, then mediating and clarifying information among users, customers, non-technical- and technically-oriented personnel, and management. I consult on a variety of subjects. Examples of accomplishments include conducting qualitative research to demonstrate that folk belief and narrative guides computer design more than the functional tasks for which computers are intended. I prepared a detailed critique of an employee performance evaluation system; critiqued, edited and wrote sections of government contract proposals; and prepared Risk Management Plans of varying scope. I developed an alternative to the waterfall/V-Model for systems engineering to help accommodate changing requirements, and developed technical writing standards for engineers. I have a liberal arts and sciences background, diverse interests, and a drive to learn and synthesize knowledge. I use broad thinking and communication skills to triangulate new information to solve a wide range of problems. In pursuit of understanding, I search for initial cause-effects, underlying principles and ideas, and core characteristics of phenomena.
