OE Consulting evolved out of Schaffer&Combs and continues, with many of the same colleagues and clients, to provide purpose driven companies, philanthropies, and nonprofits with talent and solutions for organizational effectiveness.

For 13 years, Schaffer&Combs solved problems and created growth for purpose-driven organizations. We worked with companies, nonprofit organizations, philanthropies, foundations, government agencies, and social entrepreneurs because we learned that every sector must contribute if we’re to build the kind society we want to live in. ● Planned operations and led the headquarters staff of a 4500-personnel organization dispersed across 22 sites in 12 states, with combined civilian and military workforce. Supervised and managed the staff functional areas of administration, intelligence, operations, logistics, and communications.● Managed operational budget of $6 million, decreasing expenses by 30% while maintaining 97% readiness.● Directed initiative which restructured the organization geographically and functionally, optimized resources, expanded locations, and closed underperforming sites. Increased capacity by 22%, despite budget reductions.● Streamlined and enhanced information management procedures by instituting use of dashboards, file sharing practices, and collaborative tools.● Principal strategic planner, developing annual plans designed to accomplish organizational objectives.● Designed and led multimillion dollar projects for deployment of headquarters to numerous operating venues, both in the U.S. and overseas. Conducted analysis, developed courses of action, and executed plan for each.

● Facilitated executive discussions, presented instruction, and provided functional training in the fields of current operations and staff integration. Audited processes, assessed key performance indicators, and ensured compliance. Led to official certification of more than 30 external organizations.● Performed benchmark analysis in the management of current operations and techniques for improved staff integration. Identified/disseminated best practices and insights to support military organizations worldwide.

● Deployed to the Middle East as an advisor, embedded with the Iraqi Army. Headed the training of the 500-personnel foreign organization, becoming the first of nine units to achieve operational independence.● Developed strategic training plans designed to accomplish the missions of an 800-personnel organization.● Mentored organizations’ officers, ensuring they were qualified to lead their 200-personnel companies.● Developed and executed detailed plans for the mobilization and deployment of a 200-personnel company.● Managed the functional areas of administration, operations, and logistics.

● Ascended in supervisory positions, from head of 40-personnel organization to director of 200-personnel organization. Responsible for all facets of training, operations, readiness, and personnel evaluations.● Modernized and upgraded existing training management systems, instituting process enhancements and quality controls, scoring an unprecedented 100% on functional area inspections.● Developed and instituted challenging and innovative training practices, resulting in distinction as the most proficient of five companies in the organization.● Directed and designed operations at the formal school for Marine Corps infantry training, ensuring quality training of 1200 entry-level personnel annually. Revamped an ineffective program of instruction and training regimen. Coordinating with boards at Marine Corps Headquarters, initiated and developed an entirely new extended training program. Reorganized manpower structure to support concept.● Overhauled instructional processes, developing a system of master lesson files to ensure all instructors provided standardized instruction with enhanced resources.● Planned and executed numerous training deployments to locations in both the United States and abroad.
