Mr. McCarley is a Principal Environmental Scientist with nearly 40 years of experience providing a wide range of environmental services to clients in private industry, Federal Agencies, State governments and municipal entities as a Program and/or Project Manager. During his career he has directly managed operations on a wide variety of projects ranging from Phased Environmental Site Assessments (I-IV) to advanced soil and groundwater assessment and remediation projects under the Superfund Innovative Technology Evaluation (SITE) program, on Superfund Sites, and on EPA Brownfields Assessment Pilot Projects. He has provided regulatory management, assessment, remediation and compliance services to private commercial/industrial clients, attorneys, telephone utilities, power utilities, and financial institutions/investors. He has served as National Client Coordinator for Due Diligence Services for clients such as SunTrust Bank, NationsBank, First Union, MetLife, Prudential Mortgage Capital and Continental Wingate.Mr. McCarley has served as Project Manager on numerous environmental service projects and contracts for the DoD and DoE, USAF, and USACE. He has completed assessment and remediation projects under the BRAC, FUDS/FUSRAP and Navy CLEAN programs through direct contracts (ID/IQ MARC, HTRW, WERC) and as a WBE/DBE/8(a) subcontractor to larger consulting firms. In addition, as a project manager he has managed contracts/task order authorizations for complex mixed waste remediation projects with budgets over $25 million and contracts up to $100M.
