Manage a group of 3 government and 15 support contractors that implement consistent and evolving mission assurance activities across the National Reconnaissance Office (NRO). Specifically responsible for establishing mission assurance specifications and standards that are tailored to meet individual program needs; participate in joint government / industry associations on aerospace and technical standards, participate in all of government mission assurance forums to share best practices and issue resolution across the U.S. space enterprise, establish and manage Supply Chain Risk Management (SCRM) processes across all NRO acquisition programs and coordinate with other U.S. space enterprise agencies, participate and perform independent mission assurance program assessments; identify new technology requirements and coordinate with the DoD Industrial Policy on obtaining funding for technology development; and evolve mission assurance processes and procedures into Digital Engineering / Model Based System Engineering methodology.Represent the NRO in the DoD Microelectronics Cross Functional Team (DMCFT) to ensure that NRO and all U.S. space enterprise equities are included in the development of onshore capability to supply advanced and legacy microelectronics components and supporting infrastructure.

Senior Project Leader/Branch Chief – Mission Assurance: Perform program / project systems engineering tasks in support of various Government satellite programs at the National Reconnaissance Office (NRO). Write and coordinate between the government program office and the prime contractor the Contract Statement of Work (SOW), compliance and reference standards (mil-specs, mil-stds, industry standards), generate contract data report lists (CDRLs) and their associated data item descriptions (DIDs), and then present to an Independent Program Assessment Team. Review and coordinate the progress of the program through all phases of its acquisition cycle. Attend program reviews at contractors, coordinate major milestone entry and exit criteria, review, comment and recommend disposition of contractural deliverables, act as the government chairperson of the program’s Parts, Materials and Processes Control Board. Perform deep dives into component, box, subsystem and system level failures to determine root cause and system performance, schedule and cost impacts, develop and implement corrective action plans, processes and procedures, and participate in follow-up actions. Perform Quality Assurance / Product Assurance audits at contractor’s, subcontractor’s, suppliers and vendors facilities, recommend changes, follow-up on actions and perform inspections on space flight hardware.Lead and coordinate the NRO’s advisory board dealing with counterfeit parts and materials, supply chain threat analysis and Mission Assurance Systems Engineering. Systems Engineering and Integration (SE&I) contract support to the Navy Theater Wide (NTW) Theater Ballistic Missile Defense (TBMD) Program Office. Primarily responsible for: leading the Nuclear Hardness and Survivability Working Group for requirements development and systems performance analysis and assessment. Also lead the implementation of CASE tools throughout the program; Lead author for the NTW Systems Engineering Management Plan, Systems Engineering Master and Detail Schedules and Work Breakdown Structure; Co-lead of the NTW Cost and Schedule Working Group, responsible for performing CAIV studies.

Working with Navy / BMDO to integrate Standard Missile TBMD Programs into TMD and NMD architectures and provide operations analysis support. Lead systems engineer for US Navy SM-2 Block IVA Area Wide Defense Program responsible for developing top level systems requirements, requirements allocation to subsystems, external system interfaces, and telemetry interfaces. Developed program specific and company wide systems engineering management plan by refining company standard SE processes and procedures, and lead the implementation of the company’s Earned Value Management System.

Provided systems engineering support to Department of Energy Headquarters in Washington, D.C., specifically to the Deputy Assistant Secretary for the Office of Science and Technology Development for Environmental Management Programs and the Office of Defense Programs. Developed top level system performance requirements and concept of operations documentation for nuclear waste environmental cleanup programs and nuclear weapons programs.
