Lead exciting and diverse projects: 1) policy development and implementation of an Empty Homes Tax, 2) the technical transformation of the City's Legal Services business processes, and 3) the implementation of an enterprise volunteer management solution across all City volunteer operations. I deploy scale-able project management methods to achieve delivery results supported through the Strategic Planning and Program Management PMO.

Lead the renewal of the 19 member IT Division by building stakeholder capital, governance structures, project management standards, and new systems and infrastructure strategies. Utilizing a gap analysis of IT service opportunities, I established collaborative processes to support broad ICT services for IT assets at 9 locations totaling $6.7M in book costs.

North Vancouver, Bc

Responsible for the successful selection, implementation and program management of all automated business processes at the District of North Vancouver, the largest of the North Shore municipalities with a population of 82,000 and IT budgets of $1.5M operating and $700K capital. Managing a team of business/technical analysts, vendors, and consultants; my responsibilities included business process review, solution sourcing, evaluation, justification and planning for current and emerging technologies.

Pitt Meadows, Bc

Reporting to the Director of Finance and Director of Corporate Services, I had responsibility for planning, guiding, and coordinating Information Technology Services projects for this growing municipality. I established and promoted the vision for IT with staff at all levels and Council. I developed and coordinated IT Business Plans that connect high-level IT strategies with the overall organizational strategic plan. That plan included a 5 year capital-project program that I presented to senior management and Council gaining unanimous approval.

Coquitlam, Bc

I planned, staffed and managed the implementation of major application systems and business changes for Coquitlam, the largest of the Tri-Cities municipalities with a population of 114,000. Managing a $950K operating budget, I coordinated a large portfolio of support and implementation projects with a staff of 8 Business/Systems Analysts as project leaders. My role included investigation of strategic change opportunities, coordination of evaluation teams, business case presentation, project structure design and implementation. I prepared and presented feasibility studies and project charters to senior staff and stakeholders.
