About David N. Hunter, Sr. Aicp
I retired from Arlington County, Virginia and relocated to Lancaster, County Pennsylvania with my wife Chef Lisa who operates Jes Catering, LLC. I served as the Community Development Director for the City of Reading before becoming the Executive Director for the Berks County Planning Commission. I also serve on the Schuykill River Passenger Rail Authority Board and as Co-Chair of the Student Engagement Committee for the Pennsylvania Chapter of the American Planning Association and teach Community Planning for PMPEI. I graduated from the University of Maryland, College Park with a B.A. and M.A. in Urban Studies and from Regent University with a MDiv. My career path included working as an intern and a Planner II in Fairfax County, then I started my own consulting firm. I served as a Deputy Zoning Administrator in Arlington County and assisted three Zoning Administrators in improving the morale of staff and the delivery of excellent customer service to external and internal customers alike. Prior to Arlington, I worked for Burges & Niple, Inc., a national engineering and consulting firm. As Planning Department Manager for Burges and Niple, I was responsible for the oversight of planning, design, and administrative functions related to municipal infrastructure, site planning, design, and development projects in Northern Virginia. My areas of expertise include long-range planning, site selection, capital improvement programming, special use permit processing and site plan and preliminary plan processing. I also enjoy preparing feasibility studies and demographic analysis. I am especially gifted in the area of conflict resolution, mediation and negotiation.With over thirty years of experience in local government planning, I am particularly proud of being instrumental in redesigning the site plan, preliminary, and construction plan process in Stafford County, Virginia.I am active in my local church, enjoy hiking, reading a good book and watching a good movie with my wife of 40 years. We have two adult children, one a professional actor, founder of Made for More Productions and the other is a software engineer. Both collaborate on Post in Black, a platform that interviews black professionals who specialize in post production.

I continually assisted the Zoning Administrator in resolving interagency issues and, especially concerning new schools construction, and had an excellent repour and working relationship with the County Building Official and his staff, as well as various staff within CPHD and DES.
