Newly created office of sustainability administered through the City Manager's office. Its mission is provide coordination and oversight over current citywide department environmental efforts. Develop and coordinate a broad range of campaigns and programs that address sustainability opportunities and issues in our community while protecting global common goods. Increase public awareness through comprehensive environmental protection, conservation efforts and environmental resource management. Work to obtain federal/state grant assistance to support the City’s ongoing programs. Promote benefits of programs on City’s website and through public information updates. Identify benefits of programs on City’s website and through public information updates. Identify strategies that achieve the dual purpose of protecting the environment and reducing cost.

Plan, coordinate and direct the completion of water, wastewater, plant and facility management capital improvement projects toward the desired goals for a water utility. Oversee Information system functions, geographic information system (GIS) personnel and projects, develops strategic automation plans and action plans to improve productivity of field crews and office staff, and oversees report development to update management, citizen groups and City Council.

Supervised the delivery of affordable housing programs like existing housing acquisition, rehabilitation and resell. Recognized and monitored Community Development Housing Organizations(CHDO) and coordinated the management of single-family housing development through the NUSTAR (Neighborhoods United Supporting Target Area Revitalization) Partnership. Planned, designed, implemented and monitored the development and rehabilitation of safe, decent and affordable home ownership opportunities to low-moderate income families and provision of neighborhood revitalization opportunities to targeted neighborhoods.

(Director level)Supervised a staff in the administration of the County's Personnel/Civil service system. Managed the Compensation, Employment, Staffing and Workers' Compensation divisions. Enhanced the County's Human Resources Information System (HRIS). Commissioners Court presentations regarding issues including but not limited to staffing standards development for Sheriff's, Justice of the Peace and Constables, merit reviews system, and salary surveys. Performed method improvement studies.

Performed internal consulting services with city departments from City Manager's office assisting organizationally to improve the performance and service delivery to area citizens. Conducted numerous studies offering recommendations that resulted in an average saving to the city of two (2) times Analyst salary per year. Major projects included Municipal Counts, Electric Department, Warehouse, and Property Acquisition for 190 Highway, and City directive development.

Supervised field inspectors responsible for enforcing municipal nuisance abatement codes that included neighborhood code compliance, outdoor sign code, residential fence permitting, State of Texas junk vehicle enforcement and zoning code enforcement. Developed and implemented the city's first Neighborhood Improvement Association program in 1979.
