The National Security Innovation Network (NSIN: https://www.nsin.mil/) is a problem-curation and solution-matching network and program office reporting directly to the Secretary of Defense and now merged with the Defense Innovation Unit (https://www.diu.mil/). NSIN's mission is to build networks of innovators that generate new solutions to national security problems.My role at NSIN (as a SETA contractor) was to manage NSIN's National Capital Region, where I oversaw the development & improvement of DoD customer and private-sector partner relationships, leverage my knowledge of the defense, venture, & academic ecosystems to connect defense partners to venture and academic problem-solvers across the country through NSIN programming. I validated user challenges and needs to ensure that the best ideas, talent, and technology were applied to critical national security problems. I also:• Connected scores of military partner challenges with a dozen NSIN programs, serving as a guide, liaison, and facilitator to ensure that our partners achieved tangible success, from technical issues with F-35 jet inlets to addressing Navy-wide HR issues to aligning digital engineering efforts across a dozen organizations.• Facilitated workshops to build a comprehensive set of refined recommendations to help leadership plan, improve, eliminate, and adapt programs to fit budgets and customer needs.• Partnered with external organizations like MITRE and Decisive Point to build and execute acquisition/innovation training programs for military operators. • Built durable tools and documents to inform, train, and educate our team, creating "how to’s" for problem-sourcing as well as designing a digital "NSIN Wheel of Programs”; the latter has served as a key business development tool and marketing asset, and has been used to train new and existing staff for nearly a year.

At Second Front, I was recruited to work with and develop opportunities with the federal government (in particular, DoD), helped structure commercial partnerships, leveraged advanced marketing/communications, business development, and sales tactics, all while continuing to build my federal network.

As a founding leader of NavalX, I helped create and execute our mission and strategic objectives while managing a diverse and talented team of government civilians, Navy & Marine officers & enlisted personnel, and contractors. In 2020, I single-handedly managed acquisition of new talent, finding adaptable, creative, empathetic self-starters representing organizations across the Navy, narrowing 119 candidates down to ten new highly qualified teammates in 6 months. I also led "Workforce Agility," a line of effort that included:1) The Centers for Adaptive Warfighting (CAW), which disseminates cutting edge training to Navy and Marine Corps civilians, military active duty & reserves, using a train the trainer model to expand course offerings across the Department.2) Strategic facilitation, in which I led a team that helped curate and solve Navy and Marine Corps problems, from acquisition to digital to HR challenges. We focused on providing not only human-centered consultation but also showed organizations with needs how to attack their problems in novel ways. 3) Strategic engagement/partnerships, through which we built and engaged community across Defense, Industry, and Academic partners. In 2020, I created and launched a dynamic monthly Federal Innovator's Salon, a place for innovative idea exchange, collaboration, coordination, and connection. Working alongside colleagues from two other agencies, we leveraged our networks to quickly expand from a few dozen to nearly 100 members from over 30 federal agencies. The Salon has already fomented cross-org communications and built/grown relationships that will benefit not only all participating agencies and those organization's members, but also the American public by saving time, money, streamlining efforts, and vetting technologies.4) I spent a lot of time staying up to speed with internal and external best practices and challenges and connecting our workforce with our multiple lines of effort.

At NavalX, I was hand-picked by the Secretary of the Navy to help guide, empower, and connect Naval innovators with the tools they need to deliver war-winning agility at a global scale.From its inception, I helped create and guide our mission, vision, and strategic objectives while managing a diverse and talented team of over 15 government civilians, Navy & Marine officers and enlisted personnel, and contractors. I focused on strategic engagement and partnerships, building and engaging community across Defense, Industry, and Academic partners. I spent a lot of time staying up to speed with, working with, and connecting folks with our multiple lines of effort. I also directed the acquisition of new talent and representatives across the Department of the Navy.Throughout my time at NavalX, I spread knowledge regarding cutting-edge technologies and opportunities available in industry and academia while also building on my knowledge of the Department of the Navy and DoD organizational structures, political nuances, and current challenges. By staying connected with and expanding my network from DIU, NAVSEA (esp PEO USC, Team Subs, PEO IWS, and SEA05), NAVWAR, ONR, NAVIFOR, OPNAV, JHU APL, FMB, SupShip Gulf Coast, as well as building new networks across the DoD, tech sector and academia, I was able to connect hundreds of individuals and organizations in ways that promoted increased speed of tech awareness and adoption as well as business best practices and lessons learned. In particular, I helped Navy and Marine personnel connect in the areas of DevSecOps, 5G, Artificial Intelligence and Machine Learning (AI/ML), Data Science, AR/VR, Workplace of the Future / digital workplace, and the use of human-centered design and agile/scrum practices to make team work more effective, transparent, and inclusive.

In 2017, I was competitively selected as a Fellow for the Commander's Executive Fellowship Program (CEFP), NAVSEA's (Navy's 80,000 employee ship/combat system acquisition & integration command) premiere program for developing future civilian leaders. CEFP provided me with a unique opportunity to learn what it takes to lead and innovate through a series of intensive rotational assignments around the Navy & private industry, frequent senior executive mentoring sessions, and ongoing education & training. ** In my final rotation, I was recommended by the Navy's R&D Executive to head up NavalX, serving as its first Deputy Director from the time it was established by Secretary Hondo Geurts in early 2019 until my move to Second Front Systems in April 2021.** Fourth rotation: Helped spearhead NAVSEA's digital transformation; simultaneously learned advanced acquisition politics with the LPD Amphibious Assault ship. ** Third rotation: Supervisor of Shipbuilding in Gulf Coast (SSGC), learning industrial base oversight and field activity innovation. ** Second rotation: Warfighter-in-Residence & Portfolio Manager at DIUx, the Defense Innovation Unit, Experimental, in Silicon Valley. DIU, a fast-moving defense organization, contracts with companies offering solutions in a variety of areas – from autonomy and AI to human systems, IT, and space – to solve a host of national defense problems. ** First rotation: Navy Financial Management & Comptroller’s Office Investment Branch (FMB2), which reviews, recommends, and revises budgets for the investment appropriations, including procurement & R&D. I was the acting lead for Navy Weapons budgets (WPN), managing nearly $5 billion in budgetary resources across 65+ programs spanning weapons procurement, modifications, and research and development representing work from five budget submitting offices.

NAVSEA's Chief Engineer's office conducts Business Operations, Strategic Planning, and Resource Management for Naval Sea Systems Command. I directly supported the Chief Financial Officer, who was accountable for not only program management, but also financial oversight, contracts administration, and Navy ERP sustainment (ERP is the Navy's SAP product). I was key to the successful re-compete of three services contracts, coordinating and leading teams of engineers, financial analysts, attorneys, and contracting officers.As a program analyst at SEA05B, I was integral to the programmatic, contractual, and financial support of the Navy's shipbuilding at its headquarters. SEA05B administers very large budgets (which, due to the volatility of federal budgets, need to flexibly adapt to the times), and oversees and manages the work of many government directorates, field offices, and contractors.

Led planning, vetting, and procurement of VR (virtual reality)/ AR (augmented reality) operations and engineering trainers for sailors, replacing more costly and dangerous at-sea training. PEO Littoral Combat Ships (now Unmanned & Small Combatants) directs the R&D, production, maintenance, and upgrades to the Navy’s Littoral Combat Ship, a class of U.S. Navy vessel with diverse capabilities that operates in dangerous overseas coastal areas.In this role, I coordinated with Pentagon (OPNAV N12 and N96) staff, Naval Air Warfare Center Training Systems Division (NAWC TSD), Naval Manpower and Analysis Center (NAVMAC), the Naval Education and Training Command (NETC), Naval Sea System Command (NAVSEA), Type Commanders (TYCOM), funding authorities, government field production offices, shipbuilders, and scientists to guarantee optimal Program of Record training systems and approved documents were delivered to the Program Manager and Program Executive Office. I created, coordinated, and maintained Research and Development, Navy (RDT&E,N), Other Procurement, Navy (OPN), Shipbuilding and Conversion Navy (SCN), Civilian Personnel (CIVPERS), and Military Construction (MILCON) budgets to create and sustain cutting edge virtual reality operations and engineering trainers for sailors. I managed strategic submarine logistical support for the Trident Missile System on the Ohio Class SSBN (submarines) and was the logistics lead for the next generation of strategic submarine, the Columbia class. I worked with a team of active-duty and retired military, civilians, and contractors who direct the end-to-end effort of the Navy's Strategic Weapons Systems, including training, systems, equipment, facilities and personnel; and fulfill the terms of the US/UK Polaris Sales Agreement.
