From 1988 - March 2008, David was employed by NSW Roads and Traffic Authority in various roles, predominantly in contract administration and procurement roles. These roles would require David, at various times, to develop contract documentation and perform contract administration duties on project sites. On a number of projects David performed the Resident Engineer and Project Manager roles. The knowledge gained from administering contracts on sites, and interpreting contracts, were invaluable to the RTA when developing project specific documentation. David was called upon on numerous occasions to manage a number of significant transport projects that were under construction concurrently.In addition to his project roles, David also achieved a number of highlights during his tenure with RTA, including:• Development and implementation of site management systems that were used throughout RTA northern region, and other areas• Graduate mentor – David was the mentor for a number of RTA Graduates over many years• Chairman of Northern Project Management Services OHS Committee 2004 – 2007 – the Committee developed a new innovative Safety Plan, and rolled out induction sessions for over 50 personnel • Surveillance Officer development programmes – David developed an on-the-job training programme for new Surveillance Officers which included involvement on large infrastructure projects• Contract Training – David was involved in a state-wide training programme to deliver contract training to staff engaged in the Single Invitation Maintenance Contracts section of the RTA in 2000. David’s training included items such as, interpretation of contract documentation, measurement and payment and conflict resolution

David was initially appointed as an Assistant Works Engineer, but within 3 months was promoted to Works Engineer. He fulfilled the role of Works Engineer responsible for the maintenance of over 250km of New England Highway between Muswellbrook and Devil’s Pinch, North of Armidale.
