Served on the Defense and Energy Transition Teams and former nominee to be General Counsel of Department of Energy. Former Career Member of the Senior Executive Service with over ten years experience as General Counsel of the National Nuclear Security Administration and Defense Nuclear Facilities Safety Board. Significant experience in counseling on litigation risk/exposure, setting long range legal strategies, billion dollar government procurements, international negotiations, facility clearances and FOCI mitigation. Internationally recognized expert in nuclear nonproliferation law. Experience as General Counsel to three non-profits. Negotiated numerous international agreements including the U.S. - India Civil Nuclear Agreement. Previously, served as a Marine Corps officer and was nuclear nonproliferation planner for the Joint Chiefs of Staff. One of the only Marine Corps judge advocates to have held two commands. First judge advocate in the history of the Army, Navy, Air Force, or Marine Corps to argue a case at the U.S. Supreme Court - Davis v. United States, 512 U.S. 452 (1994).Serves on the Board of Directors of the Young Marines, the Naval War College Foundation and the Marine Executive Association. Currently serving on the American Bar Association’s Rule of Law Initiative. Also on the Advisory Committee of Penn Law School's Center for Ethics and the Rule of Law.
