Led DeLorme’s Latin America business outreach through both direct sales and development of a network of resellers in the region. Identified resellers and negotiated and signed distributor agreements in key Latin America markets. Operated in a fast paced business area focused on research and development of airborne and ground intelligence, surveillance and reconnaissance systems. Diverse portfolio included management of advanced technology development programs, new business capture, proposal management, new concept formulation, and personnel and organizational management. Programs included development of an airborne hyperspectral system for the Air Force, a wide area motion imaging system for DARPA, a vehicle-mounted multispectral surveillance system for the Army, and a multi-sensor airborne intelligence suite for the Army.

Served as the Defense Department’s (DoD) senior Western Hemisphere counternarcotics policy director. Supervised staff members responsible for counter-narcoterrorism policy and programs worth hundreds of millions of dollars in 29 countries. Interacted daily with the White House staff, State Department, other government departments, US Combatant Commands, U.S. Congress, U.S. Embassies overseas, and foreign governments. Represented the DoD on the US-Colombia Bilateral Working Group, tasked with improving US training and equipment support to Colombia’s Armed Forces.

Provided Latin America strategy and policy advice to the Chairman of the Joint Chiefs of Staff and senior DoD leadership. Served on the team that wrote the President’s Colombia policy, ultimately providing a balanced approach between counternarcotics, counterterrorism, and development, resulting in increased stability. Served as the senior DoD member of the interagency team that wrote the post-Plan Colombia strategy. Later served as personal advisor to the Western Hemisphere director on domestic and foreign policy issues affecting foreign relations, homeland defense, counterterrorism, counternarcotics. Provided executive oversight to 32 policy and strategy planners.
